Work Experience Requirements
Bidders must have successfully completed or substantially completed at least one similar highway/road contract within the last five years, with a value of at least 50% of the proposed contract. Experience certificates from an Executive Engineer or higher are required. Minimum quantities of specific types of work must have been executed in a single year (PCC, RCC, WMM, DBM, GSB, subgrade and earthen shoulders, thermoplastic painting, and W beam metal crash barriers). Subcontractor experience is considered only for electrical and water supply/sanitary engineering works, if applicable, and only to the extent specified.

Bid Capacity
The bidder's available tender capacity must exceed the total tender value. Assessed available tender capacity = (A * N * 1.5 - B), where A = Maximum value of civil engineering works executed in any one year during the last five years (updated to 2023-24 price level), N = Number of years prescribed for completion of the works, and B = Value of existing commitments and ongoing works to be completed during the next 6 months (at 2024-25 price level).
Technical Capacity
Bidders must own at least 50% of the required key equipment; documentation showing the remaining 50% can be leased or hired is required.
Technical Specification
All items of work must be executed as per Ministry’s Specifications for Road and Bridge Works and Circulars/Guidelines issued by the Ministry. Machinery must be used according to MoRTH specifications and manuals. A field lab is preferably located adjacent to the engineer's site office; otherwise, a 1% penalty on the work done will apply. Bitumen must be heated in boilers, not drums, and spraying/premixing must use mechanical equipment. Traffic may be regulated as per Ministry’s letter No. NHIII-33(126)/72, dated March 20, 1973, and IRC:SP:55:2001 stipulations. Bituminous work stipulations in the Construction and Supervision Manual must be followed. Photo/video records of the work (before, during, and after construction) must be provided digitally. A protection layer (DGBM) as per Clause 504.50 of the Vth Revision of MoRTH Standard Specification is mandatory.
