Work Experience Requirements
Bidders must have received payments for constructing eligible projects or undertaken construction in a public-private partnership (PPP) project over the past five financial years. The total amount, adjusted according to specific clauses, must exceed a stated threshold. For highway projects, at least one similar project representing 20% of the estimated project cost must have been completed. For projects with four or more lanes, prior experience must include two-lane or larger projects; for projects with up to two lanes and paved shoulders, all relevant experience is considered. The price of eligible projects is updated using a specified factor for each year.
Bid Capacity
Bidders who meet minimum qualification criteria will be qualified only if their available BID capacity is more than the total BID value. The available BID capacity will be calculated as per following, based on information mentioned at Annexure-VI of Appendix-IA: Assessed Available BID capacity = (A*N*2.5 – B + C), Where N= Number of years prescribed for completion of work for which Bid is invited. A = Maximum value of civil engineering works excluding the amount of bonus received, if any, in respect of EPC Projects executed in any one year during the last five years (updated to the price level of the year indicated in table at Note-3 below) taking into account the completed as well as works in progress. For this purpose, the EPC projects include turnkey project/ Item rate contract/ Construction/Maintenance works.

Technical Specification
Details of eligible experience for the past five years must be provided using a specified format. Project-specific information and evidence to support the claim of technical capacity must be furnished using a prescribed format. A list of required construction and maintenance equipment is specified, along with the number of technical personnel needed, their qualifications, and experience. Failure to meet these equipment or personnel requirements will result in bid rejection. Bidders must self-certify that their offered items meet local content requirements for either Class I or Class II local supplier status, providing details of where local value addition occurs. Failure to submit this certification will result in the bidder being classified as a non-local supplier.
