Military Engineer Services Tender

Contractor or his Authorised Representative has to inspect all Street/ Security Lights on Daily basis at their own arrangement between 7.00 PM to 9.00 PM and maintain the record in Register which will be put up to Engineer-in-Charge/ JE on the very regular basis. (Every succeding day)

A Joint Inspection for Serviceability of all Street/Security Lights will be carried out from 7.00 PM to 9.00 PM on every MONDAY by Engineer-in-Charge/ JE (E/M)/ User along with Contractor or his authorised Representative.

Contractor has to arrange own moveable Generator of suitable capacity for repairing and testing of the Street/ Security Lights, defect rectification of Cables, etc. and to check the serviceability after repair. No Electricity shall be provided by the Department on this account.

Quoted Unit Rate shall deemed to be inclusive of attending any breakdown of Street/ Security Lights during night. Contractor has to arrange Electrician and Helper and all necessary T&P and Equipment's to remove the breakdown. Fault will be intimated through Telephone/ SMS.

Contractor shall provide conveyance to the employed labour for maintaining the services without any extra cost to department.

Vehicle mounted ladder for maitenance services shall be provided by the contractor at no extra cost to department.

Materials required for the repairing of the lights shall be measured and paid separately under respective item(s) . But labour required for taking down, dismantling, repairing and replacing parts and reinstalling and testing the street lights fittings shall deemed to be included in the rate quoted.

Necessary T&P, Safety Belt, Vehicle, Aluminium Ladder, etc. will be arranged by the Contractor and Cost for the same shall deem to be included in the Quoted Unit Rate.

All safety measures and provn of all safety devices, first aid box etc shall be provided by the contractor. Contractor will be solely responsible for full safety of the tradesmen deployed for providing the services and department will have no liability for any type of accident. Unit rate quoted will be deemed to include the cost of the same and no extra payment shall be made on this account.

All type of T & P, PVC insulation tapes, minor nuts/ bolts/ washers etc required for maintaining the services shall be provided by the contractor without any extra cost to department.

Attending and repairing complaint for one light of any type shall be measured and paid as one Job.

Earth work (if necessary at Site) for removing of any Cable Fault will be Measured and Paid under respective Items.

(i) Contractor has to ensure serviceability of all Street/ Security Lights in above mentioned DOMESTIC & TECHNICAL AREA on Daily basis in any Weather Condition at their own arrangement.

In case of any delay in attending the complaint more than 12 hrs after handing over routine/urgent work, the contractor shall be liable to pay the penalty as described in penalty clause given here as under.

The penalty shall be applicable to the contractor if the delay is noticed by the Engr-in-Charge more than twelve hrs after handing over works of urgent nature to the contractor. The Engr-in-Charge shall handover the slip containing specification of work to the contractor by lodging the time and signature of contractor be obtained on slip. The contractor shall attend the complaint immediately and shall report to Engr-in-Charge with in 12 hrs. The contractor will keep his tradesmen in stand by for attending any routine / urgent works from the executive. If the nature of job is such that the work cannot be completed within period of 12hrs then the facts shall be brought to the notice of the GE/Engr-in-Charge and the period for the working to the complaint shall be decided by the GE/EIC. If the delay is more then twelve hrs period and the GE is not satisfied with the reason for delay then penalty at the rate of Rs 50/- per job shall be deducted from the dues of the contractor. Please note that this penalty is exclusively other then the condition 67 of IAFW - 2249 and shall be treated as interim condition of the contract and shall be enforce above as and when delay in individual job is noticed and no claim whatsoever on this account shall be entertained by the Deptt.

The decision of the Accepting Officer in this regards shall be final and binding.

Supply & fixing of Cable Junction box of size 205 mm x 255 mm x 112 mm “weather proof”, for outdoor installation (with knockouts for cable entry) pole mounted front operated cubical type Box as per IEC 60439-1 (IS:8623) & IEC 60439 -2 dead back, free standing, dust and vermin proof, switchboard with IP 66 protection with suitable for use 440 volts, 3 phase 4 wire 50 Hz system. The Board/Panel shall be made out of moduler POLYCARBONATE THERMOPLASTIC ENCLOSURES. The gasket material shall be Polyurethane; while the gasket shall be internally embedded. The manufacturer of board/panel shall submit a copy of test report in accordance with IEC60529. The color temparature is arround 6500K with a color rendering index of 70. The luminaire of IP:66 protected with impact rasistence IK05 impact resistance, electronic driver compliant to IEC safety standards with power factor greater than 0.9, voltage variation range 120-270V, THD less than 20%, high and LED with individual peanut lens and lens plate for better optics. The product should be tested for IEC60598 safety standards, LM80 report for LED, entire product including taking down the old u/s one complete all as specified and directed. Material and labour for Painting of steel tubular pole 9.0 metre long, by applying one coat of aluminium paint after scraping / brushing and cleaning the rust on pole and street light bracket. Aluminium painting will be done on pole above 1.5 metre height from ground level and balance 1.5 mtr from ground level will be painted by alternate layer of black and white enameled paint (30 Cms Each). Pole Nos shall be written on pole with black paint in yellow circle of 150mm dia, complete all as specified and directed.

Material and labour for cement base paint of applying one coat of cement RCC pole 9.0 metre long after scraping / brushing and cleaning the rust on pole and street light bracket to painted with one coat of Aluminium paint. Cement colour will be done on pole above 1.5 metre height from ground level and balance 1.5 mtr from ground level will be painted by alternate layer of black and white enameled paint (30 Cms Each) Pole Nos shall be written on pole with black paint in yellow circle of 150mm dia, complete, all as specified and directed.

Supply, installation, testing and commissioning of smart street light control system using GSM/Lux based technology having 20 KW 3 phase 64 Amp load capacity per phase and can be operated by IVRS/SMS/lux based infrared sensor etc complete with following:- (i) Nature switch operation should be based on natural light lux level. Require illuminnance level for switching on is ≤ 60 lux and for switching off ≥ 10 lux. The smart unit should have 4 timers that can be set via SMS. (ii) Surge protection device (SPD) should provide protection agaist indirect lightning & switching surges. It should conform to IEC61643-11 and should have 40 KA capacity. (iii) The sensor & SPD along with suitable power contactors and incoming-outgoing MCCB/MCBs should be enclosed in a enclosure made of rust proof, electric shock proof , metal weather proof conforming to IP65 with angle iron frame of suitable size 04 Nos legs 600 mm long , PCC 1:2:4 type B1using 20 mm graded aggregate for grouting of base including taking down old unserviceable panel. The scope of work also comprising the following :- The GPRS shall have seven segment display to show voltage, current, network and street light status , it should also have indicator for showing supply status , timer , overload or high low voltage. It should also able to measure voltage, current and automatic set street light overload current. Unit have facility to call back to registered number for power on/off and if any fault occurs at site.in SMS it should also monitor power/on/off time light on off time, ampere, voltage, unit mode, network percentage date and mobile number who called device number. The device should also have battery backup with minimum 24 hours backup capacity. The panel should have three operation mode :- 1. GSM mode -in this mode light should be switched as per GSM controller's preset time by user by sms , 4 clock base timer facility should be availble 2. Nature switch based-in this mode light will be switched as per nature light lux level 3. Bypass mode -in this mode light will switched on directly for testing purpose and emeregncy switching .In GSM controller there should be facility to register 4 user by sms/call and alerts will be sent on all registered number and also call back on power on/off and faults on first registered number.The GSM controller should also compatible for cloud based data transmission for interfacing with web for future use, Password protection for Accessing the control of device via SMS/IVRS, complete all as specified and directed including the following subcomponent, supply and fixing features :-

(a) TPN MCCB 100 Amps capacity, 10 KA, 415 Volts -01 No. (Incoming) with separate SPD of 40 KA capacity. Excavation in trenches not exceeding 1.5 mtr in width and not exceeding 1.5 mtr in depth in any type of soil for laying of cables up to proper level complete all as specified and directed.

Returning, filling in including spreading, levelling, watering and well ramming in layers not exc 25 cm complete all as specified and directed.

Removing surplus excavated material from excavation not exc 50 meter and depositing where directed at a level not exc 1.5 meter above the starting point complete all as specified and directed.

Material and labour for Spreading ribbed soil in trenches as in cable cushioning all as per IS 1255-1983 and as directed. Note :- (i) Excavated approved soil obtained from excavation under item No 33 shall be ribbed by using sieve to separate composite particles etc as per IS and refilling in trenches before laying of cable 8 CM and 15 CM after laying of cable. This is then gently punned down to a depth of 10 cm above the top of upper most cable (ii) For the purpose of measurement only punned thickness will be considered for payment.

Material and labour for well burnt ‘B’ sub class bricks as protection to under ground cables laying with length of the bricks equal to the width of the trench complete all as specified and directed.

Material and labour for Cutting existing road/PCC/Drain for laying of GI or any type of pipe including necessary earth work, excavation exc 600mm depth but not exc 1mtr depth, 800mm wide including making good existing surface with 150 mm thick PCC 1:2:4 type B1 using 20mm graded stone aggregate complete all as specified and directed. Note :- The tenderer shall take into consideration for the following points while quoting rate for this item and the unit rate is deemed to be inclusive for :- (i) Earth work excavation in any type of soil (ii) Returning, filling in, including spreading, levelling, watering and well ramming in layers not exc. 25 cm thick complete all as specified and as directed. (iii) Removing excavated material/rubbish out side MD land (iv) Laying of any type/any bore of pipe in trenches including taking down any description. Supply of pipe will be measured and paid separately (v) 150 mm thick PCC 1:2:4 type B1 using 20mm graded stone aggregate as in road to make good existing disturbed surfaces.

Supply and fixing LED flood light fitting of 120 watts pressure die cast housing with IP66 protection with efficient high output emitter LED for better distribution with all accessories pre wired including necessary electric connection and bracket for fixing the fitting all including taking down unserviceable old fitting ,complete all as specified and directed.Make : Bajaj/Philips/CG/Halonix.

The enclosures made of polycrabonate,should be weather, vermin proof, anti -acid,anti-corrossive,UV resistance in accordance with IEC 61439-1,fire retardant and self extingushing in accordance with IEC 60695-2-11 ,UL subject 94 for flammability V-0, should pass glow wire test for 960 degree in accoardance with 60695-2-11.Degree of protection against mechanical load should be IK08 (5 Joule) in accordance with IEC 62262,IP65 in accordance with IEC-60529 and IEC- 60439-1, should have dielectric properties ,RoHS compliants & Halogen free. The depth of modular encloser should be minimum 200mm for air circulation & to minimize temp rise. Note for item No 63 :- (a) The repairs/ maintenance shall be carried out through the Authorised service agency only as per instructions recommended by the original manufacturer. (b) The rate quoted shall be deemed to include for carried out all repairs noticed during the period. (c) The authorised service agency must be attended as and when called for urgent nature of repair of the fire aaram equipment's. (d) Checking of Alarm signal should not lost when primary power failure untill the alarm signal processed. (e) Checking of smoke detector sensibility (f) Checking of all circuit and loops. (g) Cleaning of dust particle from smoke detector, manual call point as per OEM recommendation.

Supply & install in replacement smoke and heat detectors, photoelectric / optical type certified to EN 54 addressable with self built intelligent with connected accessories complying with optical chamber, cover, case molding, photodiode (transducer), infrared LED all as specified and directed. NOTE:- i). Metal junction box of suitable size for detector made of 16 SWG sheet steel is to be provided for mounting of detectors in the concrete mother ceiling / surface along with necessary gland and boxes duly painted with two coats of super enamelled paint over a coat of red oxide primer. ii) Rate of metal boxes shall be including in quoted rate of items. Supply, installation, testing & commissioning of maintenance free chemical earthing system comprising of 17mm dia copper bonded rod 3 mtr long horizontally pre welded T-terminal rod with provision for connection size of 50 x 150mm long, 6mm thickness with equal space either side, with 12mm dia hole of 02 numbers each on either side of the terminal clamp with 250 microns (average) coating thickness, tested and certified by CPRI India alongwith 50 Kg earth energizer compound and 10 litres earth resistance reducing liquid. The earthing energizer compound and resistance reducing earthing liquid shall be tested as per IEC-62561-7 read with ASTM G57-06, CI 3.4 Amp by any NABL accredited lab. The quoted rate shall also deemed to be included the following :- (i) Prior to installation of maintenance free chemical earthing, soil resistivity test to be carried out at the location where earthing work to be done in presence of Engr-in- Charge/JE (E/M),user and the report has to submit to Garrison Engineer with recommendation of manufacturer, if required additional interconnection of earthing (not more than 04 number of earthing) to achive earth result less then 1 Ohms. The arrangement done for soil resistivity testing and submission of report with recommendation deemed to be included in the quoted rate.

(ii) The description/ size/ qty of items mentioned in above are for indicating only however qty/ size may vary at site condition to maintain the earth resistance 1 ohm. The contactor shall quote rate by considering all factors.

(iii) Rate of earth energizer compound of 25 Kg of 02 bags and earth resistance reducing liquid 10 litre per cane for each pit deemed to be included in the quoted rate.

(iv) Resistivity of earth energizer compound and resistance reducing earthing liquid shall be certified by any NABL accredited lab carried out as per IEC-62561-7 read with ASTMG57-06, CI-3.4A and the certificate of same shall be submitted by the contactor before commencement of work.

(v) Earth enhancing material should not leach into the adjacent soil or underground water channels and its PH value should be in neutral range complete all as specified and as directed. It should solidify when mixed with water and set like concrete.

(vi) Copper strip of size 20 x 3 mm shall be fixed on proper post insulator at the instrument end ( copper strip upto 7.5 RM shall be considered in unit quoted rate and extra will be measured and paid separately).

(vii) Testing of earth shall be carried out in presence of departmental and user representative and report shall be submitted to Garrison Engineer duly signed by all concerned.

(viii) Earth resistance tester will be provided by the contactor. Tester should be calibrated from authorised company/ lab.

(ix) Earthing shall be tested after completion of work by the contactor in presence of Engr-in-charge, user and proper record shall be maintained duly signed by all concerned. After testing if the desired earth resistance of less than 1 Ohm is not obtained, the earthing will be redone at no extra cost to Govt. till desired result is obtained.

(x) The contactor shall give a written guarantee of minimum three years for maintaining the earth resistance less than 1 Ohm after certified date of completion.

(xi) No further maintenance or periodic watering or recharge shall be required in earthing during its guarantee period of over 03 years in all type of soil including soft/ disintegrated or hard rock.

(xii) During the guarantee period, if earth resistance is not maintained less than 1 ohm the contactor has to redo or rectify at no extra cost to Govt till desired result is maintained.

(xiii) A security deposit of value equal to 2.5 % of the rate quoted for chemical earthing for each earthing shall be retained from payment due to the contactor from final bill for the guarantee period.

(xiv) The electrode shall carry manufacturer's name .

(xv) The connection clamp shall be permanentlly welded to the copper bounded rod to avoid any kind of connectivity loss,.The pre-welded copper bounded rod shall not need any additional clamp for termination.

(xvi) The acceptable earth resistance at earth busbar/ test point shall not be more than 0.1 ohm.

(xvii) Earth work such as auguring and making good the surrounding area shall carried out in any type of soil.

(xviii) The contactor shall submit CPRI India certified document for copper bounded rod to ensure genuineness of material.

(xix) Sign board of mild steel sheet 2 mm thick duly painted with two coats of synthetic enamel paint over a coat of red oxide Zinc chrome primer showing result of earthing shall be fixed near the earth pit after completion as directed by engr -in- charge.

S&F in repair copper strip 20 x 3mm thick as earthing lead fixed to wall/roofs etc including taking down existing one, complete all as specified and directed. Note : - All Joints should be joined by Exothermic Welding or Brazing.
