The required prior work experience for the bidder is experience in similar works, specifically in civil engineering construction. The bidder should have completed works of a similar nature in the last five years, with a total value of work performed. For individual bidders, the total value of civil engineering construction work performed in the last five years should be provided, with a breakdown of the value of work performed in each year. The bidder should have experience in executing similar works, with a minimum amount indicated in the Appendix in any one year. The bidder should also have executed similar electrical works for a minimum amount as indicated in the Appendix in any one year, and should possess a valid electrical license. Additionally, the bidder should have executed similar water supply/sanitary engineering works for a minimum amount as indicated in the Appendix in any one year, and should possess a valid license. In terms of specific values and percentages, the available bid capacity will be calculated based on the maximum value of civil engineering works executed in any one year during the last five years. The available bid capacity will be calculated as (A*N*2-B), where A is the maximum value of civil engineering works executed in any one year, N is the number of years prescribed for completion of the works, and B is the value of existing commitments and on-going works to be completed during the next 18 months. The bidder should also demonstrate having experience and resources sufficient to meet the aggregate of the qualifying criteria for the individual contracts, with a minimum amount indicated in the Appendix. The bidder's liquid assets and/or availability of credit facilities should be no less than the amount indicated in the Appendix, usually the equivalent of the estimated cash flow for 3 months in the peak construction period. For Joint Venture, the Lead partner shall meet the qualifying criteria of Particular Construction Experience in proportion to the partnership in JV but not less than 50%. Other partners shall meet this criterion in proportion to the partnership in JV but not less than 25%. Proposals for sub-contracting of elements of work costing more than 10% of the bid amount should be provided. The bidder must also provide an undertaking that they will be able to invest a minimum cash up to 25% of the contract value of work during implementation of the work. The bidder must provide evidence of access to lines of credit and availability of other financial resources facilities (10% of contract value), certified by the Bankers.
