The bidder is required to have prior work experience in specific categories, including Category 1, Category 2, Category 3, and Category 4. The experience for each category is computed based on the weight of following factors: Category 1 (1), Category 2 (0.5), Category 3 (1), and Category 4 (0.5). At least one fourth of the Threshold Technical Capacity shall be from the Eligible Projects in Category 1 and/or Category 3. The bidder must have completed or substantially completed at least one Eligible Project of Railway Sector of value not less than 35% of the Estimated Project Cost. In case of Consortium/Joint Venture, the other members must have completed or substantially completed at least one Eligible Project of Railway Sector of value not less than 10% of the Estimated Project Cost. For Railway Electrification works, the bidder should have experience in overhead equipment system of railway electrification for a railway system, metro system, suburban transit system, high speed railways, substation and transmission lines. Substantially Completed Work means an ongoing work in which payment equal to or more than 75% of the present contract value has been made to the contractor. Receipts of less than 10% of the estimated project cost shall not be reckoned as receipts/execution for Eligible Projects. The bidder must provide details of Eligible Experience for the last 5 previous financial years and the current financial year, along with project-specific information and evidence in support of its claim of Technical Capacity. The Technical capacity in respect of an Eligible Project situated in a developed country which is a member of OECD shall be further multiplied by a factor of 0.5. The bidder must demonstrate Technical Capacity by having received payments for construction of Eligible Project(s) or having executed construction works by itself in a PPP project, such that the sum total thereof is more than 2.5 times the Estimated Project Cost.
