The bid capacity required in the given tender to bid can be calculated using the formula: Assessed Available Bid capacity = (A x N x 2 - B) Where: A = Maximum value of civil engineering works executed in any one year during the last five years N = Number of years prescribed for completion of the works for which bids are invited B = Value of existing commitments and on-going works to be completed during the next period of completion of the works for which bids are invited. Additionally, escalation factors are provided for updating the cost of works executed and financial figures to a common base value for works completed. The bidder is also required to have a minimum annual financial turnover and satisfactorily completed civil construction work. The minimum annual financial turnover can be calculated as 1.5 * estimated cost of the project, and the minimum similar work value can be calculated as 0.5 * estimated value of contract. The available bid capacity should be greater than or equal to the evaluated bid price. The contract will not be awarded to any bidder whose available bid capacity is less than the evaluated bid price, even if the said bid is the lowest evaluated bid. Available Bid Capacity ≥ Evaluated Bid Price In other words, the contract will in such cases be awarded to the next lowest bidder at his evaluated bid price.
