Work Experience Requirements
Bidders must have satisfactorily completed (at least 90% of contract value) as a prime contractor or JV partner, within the last five years, at least one of the following: three similar completed works costing no less than Rs. 120.87361 lakhs each; two similar completed works costing no less than Rs. 169.22305 lakhs each; or one similar completed work costing no less than Rs. 241.74721 lakhs. Similar works are defined as construction/maintenance of roads. Values are adjusted to the current financial year (2024-25) using specified escalation factors.
Bid Capacity
Bidders will only be qualified if their available bid capacity exceeds the total bid value. Available bid capacity is calculated as: (A * N * 2.5 - B), where: A = Maximum value of civil engineering works executed in any one year during the last three years (escalated to 2024-25 values); N = Number of years prescribed for completing the works; B = Value (escalated to 2024-25 values) of existing commitments and ongoing works to be completed within three months of the bid's invited works completion period.
Technical Capacity
Bidders must demonstrate the availability of key equipment (owned, leased, or rented) including, but not limited to, specified machinery for bituminous pavement and earthwork, and qualified personnel including a Project Manager and a Site Engineer-cum-Surveyor Engineer cum Material Engineer with specific qualifications and experience.

The key equipment to be deployed on contract work includes: Static Roller (8/10 T), Small Roller/Compactor, Bitumen/emulsion sprayer, Mechanical Broom (1250 sqm per hour), Air compressor (2), Grader/Backhoe loader, Water Tanker (2), Dewatering Pumps (2), Tipper/dumper Truck (2), and Mini hot mix plant (6/10 T/Hr capacity) with indirect heating arrangements. Personnel requirements include a Project Manager with a civil engineering degree and five years of experience managing highway or bridge construction/maintenance projects, and a Site Engineer-cum-Surveyor Engineer cum Material Engineer with a civil engineering degree and four years of experience in highway construction/maintenance.
