The bidder is required to have prior work experience in a similar nature of work. The experience criteria can be met in one of the following ways: - Three similar completed or substantially completed works each of value not less than 40% of the advertised cost of the work. - Two similar completed or substantially completed works each of value not less than 50% of the average of the limit of the group. - One similar completed or substantially completed work of value not less than 80% of the advertised cost of the work. The value of similar work executed shall be brought to current costing level by enhancing the actual value of work at a simple rate of 07% per annum. Substantial completion means that works (asset and facilities) resulting from the contract performance can be or have been put to use for the purpose for which they were intended, with 80% (value-wise) or more works completed under the contract. The bidder should possess the bidding capacity as calculated by the specified formula, which takes into account the maximum value of engineering works executed in any one year during the last five years. The bidder is required to submit a scanned copy of Year wise list of works completed during last five years with performance certificates issued by an authority not less than an Executive Engineer. The annual turnover certificate for the last three financial years should have a minimum value of 30% of the advertised cost for each year. For type 01 i.e. Civil Works, the similar nature of work includes hydraulic structures like Overhead tanks of minimum capacity of 0.50 lac gallons & staging height of minimum 10M or Rapid Sand Filtration Plant of 0.30 MGD or above. For type 02 i.e. E&M Works, the similar nature of work includes supply, installation, testing & commissioning of pumping unit or power transformer in case of sub-station works of at least 80% or higher capacity along with other allied electro-mechanical components. For type 03 i.e. Composite Works consisting of civil and electro-mechanical works, the similar nature of work includes construction of hydraulic/civil structures and SITC of pumping units or power transformer of at least 80% capacity of tendered equipment with allied electro-mechanical equipment’s. The experience certificate shall have been issued by an officer of the rank not below an Executive Engineer of any Government Department/ Semi Government / PSU’s. In case of Joint Venture, experience only up to the applicant's share by value shall be considered during evaluation of the bids. The lead partner in a JV should have annual turnover from construction/works, particular construction experience, and financial capability to meet cash flow requirement of subject contract – not less than 51% of the respective limits prescribed in case of individual contractors. The second partner in a JV should have the same qualifying factors as the lead partner, except that for the factors specified, a lower limit of 26% shall be accepted instead of 51%.
