The bidder is required to have prior work experience of having successfully completed or substantially completed similar works during the last seven years. The experience criteria are as follows: - Three similar completed or substantially completed works each of value not less than 40% of the advertised cost of the work. - Two similar completed or substantially completed works each of value not less than 50% of the average of the limit of the group. - One similar completed or substantially completed work of value not less than 80% of the advertised cost of the work. The bidder should have completed similar works with a value of at least 30% of the advertised cost for each of the last three financial years. The bidder should also have completed works with a minimum value of 80% or higher capacity of the tendered equipment. For type 01, i.e., Civil Works, similar nature of work includes hydraulic structures like RCC/FRP Overhead tanks of 0.25 LAC GALLON CAPACITY, or Rapid Sand Filtration Plant of minimum 0.1 MGD, or Sewage treatment plants/ Industrial effluent treatment plants of minimum 0.50 MLD capacity. The cost of similar work should be brought to the current costing level by enhancing the actual value of work at a simple rate of 7% per annum. The bidder should have completed similar works with a value that can be calculated by enhancing the actual value of work at this rate. In the case of a joint venture, the lead partner should have an annual turnover from construction of not less than 50% of the respective limits prescribed in the case of individual contractors. The joint venture members should collectively meet the qualifying factors, including annual turnover from construction, particular construction experience, and key production rates. The lead partner should have financial capability to meet cash flow requirement of subject contract – not less than 50 (fifty) per cent of the respective limits prescribed in case of individual contractors. The other partner should have a lower limit of 25 (twenty-five) per cent instead of 50 (fifty) per cent for the same factor. The bidder needs to submit a scanned copy of an experience certificate for similar works issued by an officer not less than the rank of an Executive Engineer or above. The bidder needs to submit a year-wise list of works completed during the last five years with performance certificates issued by an authority not less than an Executive Engineer. A completion/substantial completion certificate duly signed by an officer not below the rank of Executive Engineer or equivalent rank shall be submitted for each claimed assignment/project. Substantial completion means that works (asset and facilities) resulting from the contract performance can be or have been put to use for the purpose for which they were intended, with 80% (value-wise) or more works completed under the contract. The available bid capacity is calculated using the formula: Available bid capacity = A x M x N – B, where A = Maximum value of engineering (civil, mechanical and electrical as relevant to the work being procured) works executed in any one year during the last five years, M = Multiplier factor fixed as 2, N = Number of years prescribed for completion of work in progress, B = Value (updated at the current price level) of the existing commitments and ongoing works to be completed in the next ‘N’ years.
