The required prior work experience for the bidder includes having successfully completed or substantially completed similar works during the last seven years. The similar works should have a value of: - At least 40% of the advertised cost of the work for three similar completed or substantially completed works, - At least 50% of the average of the limit of the group for two similar completed or substantially completed works, - At least 80% of the advertised cost of the work for one similar completed or substantially completed work. Substantial completion means that at least 80% of the works (value-wise) have been completed under the contract. For contracts under which the applicant participated as a joint venture member, experience will be considered only up to the applicant's share by value. The value of work executed should be brought to the current costing level by enhancing the actual value of work at a simple rate of 7% per annum. The definition of similar nature of work includes Hydraulic structures, Service Reservoirs, RCC/Steel bridges, multi-storey framed structures, Pump Stations, and other RCC water retaining structures. The bidder should submit a scanned copy of the experience certificate, which should include the name of the work, client/awarding authority, accepted tender cost, cost of work completed, and work completion percentage, along with supporting documents such as award letters, letters of intent, and certificates signed by an Executive Engineer or equivalent officer. The experience criteria can be fulfilled in one of the following ways: 1. Three similar completed or substantially completed works, each of value not less than 40% of the advertised cost of the work. 2. Two similar completed or substantially completed works, each of value not less than 50% of the average of the limit of the group. 3. One similar completed or substantially completed work of value not less than 80% of the advertised cost of the work. Substantial completion means that works (asset and facilities) resulting from the contract performance can be or have been put to use for the purpose for which they were intended, with 80% (value-wise) or more works completed under the contract. The performance security should be @ 3 to 10% of contract amount. Available bid capacity is calculated by the formula: Available bid capacity = A x M x N – B, where A = Maximum value of engineering (civil, mechanical and electrical as relevant to the work being procured) works executed in any one year during the last five years (updated to the current price level @07% per annum on simple). The multiplier factor (M) is fixed as 2. The number of years prescribed for completion of work in progress (N) will be used in the calculation. Mentioned values and percentages include: - 40% of the advertised cost of the work for three similar completed or substantially completed works - 50% of the average of the limit of the group for two similar completed or substantially completed works - 80% of the advertised cost of the work for one similar completed or substantially completed work - 80% (value-wise) or more works completed under the contract for substantial completion - 7% per annum on simple for updating the actual value of work to the current costing level - 3 to 10% of contract amount for performance security - 51% and 26% for the lead partner and the second partner respectively in a joint venture.
