Each CHS Plant should comprise of boilers (2 Nos Working + 1 No Stand by), glycol solution centrifugal circulation pumps, flue gas exhaust pipe connected to chimney as per latest CPCB norms (01 No with Each Boiler) , expansion tank, glycol fluid tank, underground bulk oil storage tank (not less than 10 KL), day oil storage tank (not less than 990 Ltrs), transfer gear oil pump kerosene oil (01 No Working + 1 No Stand by) for each boiler. Kerosene/HSD oil piping of suitable size with necessary accessories, hot glycol fluid piping of suitable size with suitable insulation and necessary accessories, suitable valves, Radiators in each rooms and toilets, 1st fill of glycol charge (The mixture of water and glycol shall have freezing temperature of minus (-) 25 deg Celcius), LT Panel with necessary safety control system with all accessories including all necessory electric connection with the equipment (Cables shall run in Cable tray of suitable size), danger notice plate, “ No Smoking " and “ Flammable” sign board as per requirement of Petroleum Rules and CCOE) and all other necessary items. Notes : (a) The tenderer is required to work out their rates/price and quote their rates based on their design. (b) All the equipment & accessories should be as per appropriate codel provisions. (i) Necessary PCC/RCC foundation for Chimney, Pumps, Boilers, Tanks and other equipments as specified by the OEM. (ii) Design, supply, install, testing and commissioning of CHS to accomodate existing plant room of size = 13.76m x 8.72m x 4.50m. (iii) Submission of whole scheme of CHS including Boiler and pump capacity design, Radiator capacity design, piping design from plant to the room for circulation of Glycol mixture and technical specification shall be duly vetted by IIT (not by professor/designer in his individual capacity) within 90 days form date of commencement of work for approval of Accepting Officer. The invoice of the payment made to institute for vetting the whole scheme to be submitted to the Department. Outsourcing of services for first winter season after completion of phase-I for manning and operation of CHS Plant Single Defi Accn at Baramulla Building by deploying one operator in each shift (each shift of 08 Hours) in three shift i.e round the clock including Sundays and holidays complete, in reliable, safe & efficient operating conditions through qualified and experienced operators for the CHS after completion of Phase-I work as specified and directed by Engineer-in-charge. Notes :- (i) Operator will operate CHS and ensure proper functioning of CHS. (ii) The operator will not leave the duty place without permission of Engineer in Charge. (iii) Any minor repairs required will be done after informing the department. (iv) Outsourcing staff will change after every 11 months. (v) Daily brooming, sweeping and removing cobweb inside the Plant room and surrounding of CHS plant room. (vi) Daily logsheet of installation in Proper format duly filled by the attendent, printed log sheets and other related documents should be provided by contractor. (vii) CHS operator should possess minimum ITI technical qualification. (viii) The duty staff will maintain the premises clean and tidy will report breakdown or any other related doc should be provided by contractor. (ix) Regular cleaning of equiptment / machinery as specified and directed. (x) The required T&P and safety measure shall be provided by the contractor incl cost of the uniform is deemed to be included in the quoted rate.
