To qualify for the contract, each bidder must have a minimum average annual financial turnover (certified by a Chartered Accountant) during the last three years, ending March 31st of the previous financial year, of not less than 30% of the project's value. This turnover should be updated to the price level of the last financial year at a rate of 8% per year compounded yearly. Bidders must also have successfully completed or substantially completed similar works (roads, bridges, buildings, airport runways, PHED, or IWRD works) during the last seven years. This experience must meet one of the following criteria: * Three similar works, each costing at least 40% of the project's value. * Two similar works, each costing at least 50% of the project's value. * One similar work costing at least 80% of the project's value. All monetary values should be updated to the price level of the last financial year at a rate of 8% per year compounded yearly. "Substantially completed" means at least 95% completion as of the bid submission date. A certificate from the employer is required, detailing the work's name, contract value, billing amount, commencement date, satisfactory performance, and other relevant information. For this specific project, similar work means experience in constructing sewage treatment plants (STPs) with tertiary treatment (TTP), common effluent treatment plants (CETPs) with TTP, water treatment plants (excluding tanks and distribution lines), or solely tertiary treatment plants. The work must be successfully completed, including the defect liability period, and incorporate a PLC SCADA system. A certificate from an officer of at least the rank of Executive Engineer is required.
