The formula for bid capacity, also referred to as average annual contractual turnover, is calculated as an average of total contractual payments in the previous three financial years. It can be represented as: Average Annual Contractual Turnover = (Total Contractual Payments in Year 1 + Total Contractual Payments in Year 2 + Total Contractual Payments in Year 3) / 3. Additionally, the tenderer must have a minimum average annual contractual turnover of V/N or "V" whichever is less, where V = Advertised value of the tender in crores of Rupees and N = Number of years prescribed for completion of work for which bids have been invited. This can also be represented as: Minimum average annual contractual turnover = V/N or "V" whichever is less. In a more detailed representation, (Total contractual payments in the previous three financial years) / 3 >= V/N.
Technical Capacity
The bidder is required to have prior work experience in specific categories of work, including Design, Supply, Erection, Testing, and Commissioning of IOT Devices/Intelligent Field Devices for cloud/web-based monitoring and control of electrical general assets. The required experience includes:
- Three similar works each costing not less than 30% of the advertised value of the tender
- Two similar works each costing not less than 40% of the advertised value of the tender
- One similar work costing not less than 60% of the advertised value of the tender
These works should have been completed or substantially completed during the last 7 years, ending on the last day of the month previous to the one in which the tender is invited. The similar works also include cloud/web-based automation of electrical installations, Energy Management System for electrical installations, and automation solutions using IFD/IoT/Sensors/Smart Devices for electrical installations with cloud/web-based monitoring/control.
