The bidder is required to have prior work experience in civil engineering construction work, with a minimum annual financial turnover of Rs. 21,04,29,000.00 for in-progress and completed works in any one year over the last five years. The bidder should have experience in successfully completing or substantially completing at least one contract of Bridge works of at least 40 percent of the value of the proposed contract within the last five financial years. Substantially completed works mean those works which are at least 90 % completed as on the date of submission. The bidder should have completed 60% of the quantity of principal items of work like Concrete, earthwork, pipeline, pumping station, etc. within the last five financial years. The experience can be as a prime contractor, as a member of a joint venture, or as a nominated sub-contractor, provided the sub-contract involved execution of all major items of work described in the bid document. In the case of a joint venture, weight towards experience of the project would be given to each joint venture in proportion to their financial participation in the joint venture. The bidder should also have access to or have available liquid assets and/or credit facilities up to 25 percent of the value of the contract, which is Rs. 7,89,11,000.00. The value of the work is Rs. 31,56,43,916.83. The lead partner in a joint venture must meet not less than 50 percent of all criteria, and the joint venture must collectively satisfy the criteria. The experience of the other joint venture partners shall be considered if it is not less than 30 percent of the qualifying criteria. The bidder needs to provide details of projects worked on, including the name of the project, name of the employer, description of work, contract number, value of the contract, date of issue of work order, stipulated period of completion, and actual date of completion. The bidder also needs to provide a certificate from the engineer-in-charge and explain any reasons for delay and work completed. The bidder's prior work experience is considered in the qualification criteria, and their experience will be evaluated based on their general and particular experience, personnel and equipment capabilities, and financial positions. The bidder's available bid capacity will be calculated based on the maximum value of work executed in any one year during the last five years, taking into account completed as well as works in progress. For joint ventures, the experience of the other joint venture partners shall be considered if it is not less than 30 percent of the qualifying criteria. The joint venture must collectively satisfy the criteria, and individually, each member must satisfy the requirements. The bidder's record of poor performance will also be considered in the qualification criteria.
