The bidder is required to have prior work experience in civil engineering constructions, with a total value of work performed in the last five years. The bidder should have completed similar works in the last five years, with a value of at least Rs. 20 Lakhs. However, the exact percentage of similar works completed is not specified. The bidder should also have experience in successfully completing or substantially completing at least one contract of highway (road and/or bridge works) or airport runway of at least 40 percent of the value of the proposed contract within the last five years. Substantially completed works mean those works which are at least 90 percent completed as on the date of submission, and continuing satisfactorily. In case of a joint venture, the lead partner must meet not less than 50 percent of all criteria given, and the joint venture must collectively satisfy the criteria. The experience of other joint venture partners shall be considered if it is not less than 30 percent of the qualifying criteria. The bidder should provide information on their bid capacity, including existing commitments and ongoing works, as well as quantities of work executed as prime contractor or nominated sub-contractor in the last five years. The assessed available bid capacity calculation considers the maximum value of work executed in any one year during the last five years. The bidder should have achieved a minimum annual financial turnover, defined as billing for works in progress and completed in all classes of civil engineering construction works, of the annual value of the contract/applied for in any one year over the last five years.
