The required prior work experience for the bidder includes achieving a minimum annual financial turnover in any one year, over the last five years, of the annual value of the contract or contracts applied for. The bidder should have experience in successfully completing or substantially completing at least one contract of highway (road and/or bridge works) or airport runway of at least 40 percent of the value of the proposed contract within the last five years. Substantially completed works mean those works which are at least 90% completed, with a gross value of work done up to the last date of submission being 90% or more of the original contract price. The bidder should have completed works with a contract value of at least 90% of the original contract price. The bidder should also have a sound financial position, with access to liquid assets and credit facilities up to 25% of the value of the contract. For individual bidders, the total value of work performed in the last five years should be at least Rs. 20 lakhs. The lead partner in a joint venture should meet not less than 50 percent of all criteria, and the joint venture must collectively satisfy the criteria. The experience of other joint venture partners shall be considered if it is not less than 30 percent of the qualifying criteria. The estimated project cost should be 50 Crore and above for joint ventures. The bidder should have available liquid assets, including working capital, cash in hand, and uncommitted bank guarantees, up to 25 percent of the value of the contract. The bidder's available bid capacity is calculated based on the maximum value of work executed in any one year during the last five years.
