Bid Capacity
The bid capacity required in the given tender to bid is calculated using the formula:
Assessed Available Bid Capacity = (A*N*2-B)
Where:
A = Maximum value of work executed in any one year during the last five years (updated to the price level of the year indicated in appendix) taking into account the completed as well as works in Progress.
B = Value at current price level of the existing commitments and ongoing works to be completed during the next period of completion of work for which bids are invited.
N = Number of years prescribed for completion of the works for which the bids are invited.
In case of a joint venture, the available bid capacity will be applied for each partner to the extent of his proposed participation in the execution of the work.
Applicants who meet the minimum qualification criteria will be qualified only if their available bid capacity at the expected time of bidding is more than the total estimated cost of the works.
Technical Capacity
The required prior work experience for the bidder includes experience in similar works, specifically in civil engineering constructions, over the last five years. The bidder should have completed works of a similar nature, with the sub-contract involving the execution of all main items of work described in the bid document.
The value of similar works completed should be mentioned in Rs. Crore, but no specific percentage is mentioned. However, the bidder is required to provide information on the value of contract and the actual date of completion, which can be used to calculate the percentage of work completed.
The bidder should have experience in successfully completing or substantially completing at least one contract of highway (road and/or bridge works) or airport runway of at least 40 percent of the value of the proposed contract within the last five years. Substantially completed works are defined as those works that are at least 90 percent completed.
The bidder needs to provide information on the quantities of work executed as a prime contractor or nominated sub-contractor, including details such as "Cement Concrete (Including RCC& PCC)", "Masonry", "Earth Works", and "Bituminous Work". The bidder also needs to provide a certificate from the engineer-in-charge and explain any reasons for delay in completion of the work.
The bidder should have a minimum annual financial turnover, defined as billing for works in progress and completed in all classes of civil engineering construction works, of the annual value of the contract or contracts applied for in any one year over the last five years.
No specific amount is mentioned as a requirement for the bidder's prior work experience, but the bidder should provide information on the value of contract, actual date of completion, and stipulated period of completion. The bidder should also provide information on their general experience, personnel capabilities, and equipment capabilities.
In terms of specific values, the labour cess will be deducted at 1% of the work done, and GST and Income tax TDS will be deducted at source while making payments of bills. The cost of difference of cement consumption will be deducted from the rate of the original item at the rate of input rate mentioned in all the tender.
The bidder should also provide an undertaking that their firm would invest a minimum cash up to 25% of the value of the work during implementation of the contract, and should have access to or have available liquid assets (aggregate of working capital, cash in hand, and uncommitted bank guarantees) and/or credit facilities up to 25 percent of the value of the contract or contracts applied for.
