The required prior work experience for the bidder is 5 years, including the current year before the submission of the bid. The bidder should have completed works of a similar nature, with the sub-contract involving execution of all main items of work described in the bid document. The bidder should have experience in successfully completing or substantially completing at least one contract of highway (road and/or bridge works) or airport runway of at least 40 percent of the value of the proposed contract within the last five years. Substantially completed works mean those works which are at least 90% completed. Specific values of similar works completed are mentioned, such as more than Rs.50 lakhs, more than Rs.15 lakhs but less than Rs.50 lakhs, less than Rs.15 lakhs but more than Rs.5 lakhs, and less than Rs.5 lakhs. The lead partner in a joint venture should meet not less than 50 percent of all criteria, and the joint venture must collectively satisfy the criteria. The experience of the other joint venture partners shall be considered if it is not less than 30 percent of the qualifying criteria. The bidder should also have achieved a minimum annual financial turnover in any one year, over the last five years, of the annual value of the contract or contracts applied for. Additionally, the bidder should demonstrate access to liquid assets or credit facilities up to 25 percent of the value of the contract.
