The bidder should have prior work experience as a prime contractor or as a nominated sub-contractor in works of a similar nature over the last five years and in the current year before the submission of the bid. The experience should include execution of all main items of work described in the bid documents. The required experience includes: - Total value of civil engineering constructions work performed in the last five years, but the exact amount is not specified. - Specific values of work performed as a prime contractor or nominated sub-contractor in the last five years are mentioned in terms of cost of work: - More than Rs.50 lakhs: Two graduate Civil Engineers and three diploma Civil Engineers. - More than Rs.15 lakhs but less than Rs.50 lakhs: One graduate & two Diploma, Civil Engineers. - Less than Rs.15 lakhs but more than Rs.5 lakhs: Minimum one Diploma Civil Engineer. - Less than Rs.5 lakhs: Minimum two Diploma Civil Engineers. The bidder should have achieved a minimum annual financial turnover, defined as billing for works in progress and completed in all classes of civil engineering construction works only, in any one year, over the last five years of the annual value of contract/contracts applied for. The bidder should also have experience in successfully completing or substantially completing at least one contract of highway (road and/or bridge works) or airport runway of at least 40 percent of the value of the proposed contract within the last five years. For substantially completed works, the bidder should have completed at least 90% of the original contract price. The lead partner in a joint venture should meet not less than 50 percent of all criteria, while other joint venture partners should meet not less than 30 percent of the qualifying criteria. The bidder should demonstrate access to liquid assets, or have available, liquid assets (aggregate of working capital, cash in hand, and uncommitted bank guarantees) and/or credit facilities up to 25 percent of the value of the contract/contracts applied. Additionally, the bidder should submit audited balance sheets for the last five years, demonstrating soundness of the applicant's financial position, showing long-term profitability, including an estimated financial projection for the next two years.
