The bidder should have prior work experience in civil engineering constructions, with specific requirements varying based on the cost of the work to be executed. For works costing more than Rs.50 lakhs, the bidder should have two graduate Civil Engineers and three diploma Civil Engineers. For works costing more than Rs.15 lakhs but less than Rs.50 lakhs, the bidder should have one graduate and two diploma Civil Engineers. For works costing less than Rs.15 lakhs but more than Rs.5 lakhs, the bidder should have a minimum of two diploma Civil Engineers. For works costing less than Rs.5 lakhs, the bidder should have a minimum of one diploma Civil Engineer. The bidder should have experience in successfully completing or substantially completing at least one contract of similar works of at least 40 percent of the value of the proposed contract within the last five years. Substantially completed works means those works which are at least 90% completed as on the date of submission, with a gross value of work done up to the last date of submission being 90% or more of the original contract price. The lead partner in a joint venture should meet not less than 50 percent of all criteria, while other joint venture partners' experience will be considered if it is not less than 30 percent of the qualifying criteria. The bidder should have a consistent history of completing contracts, with no record of poor performance, litigation history, or financial failures. The bidder should have completed similar works, with the value of work executed in any one year during the last five years being updated to the price level of the year indicated in the appendix. The available bid capacity will be calculated based on the maximum value of work executed in any one year during the last five years, taking into account the completed as well as works in progress. The bidder is required to have prior work experience as a prime contractor or nominated sub-contractor in civil engineering constructions, specifically in works of a similar nature, over the last five years and in the current year before the submission of the bid. The bidder needs to provide information on the total value of civil engineering constructions work performed in the last five years, including the current year. The value of the proposed contract is Rs. 3,28,40,254.83, and the bidder should have a minimum annual financial turnover amount of Rs. 656.81 lacs. The bidder should also have liquid assets and/or availability of credit facilities of Rs. 82.10 lacs, which is 25% of the estimated cost.
