The bidder is required to have prior work experience as a prime contractor or nominated sub-contractor, with experience in works of a similar nature over the last five years and in the current year before the submission of the bid. The experience should include completion of works with a value of up to INR 50 Cr, with a percentage rate tender of 20%. The bidder should have completed quantities of work, including cement concrete, masonry, earthworks, and bituminous work, with values and percentages mentioned. The bidder should have completed at least one project with a similar value and scope, with a percentage of completion mentioned. The value and percentage of similar works completed are: - 40 percent of the value of the proposed contract - 90 percent completion of substantially completed works - Annual value of the contract applied for (in terms of annual financial turnover) - 20% percentage rate tender - Completion of works with a value of up to INR 50 Cr The bidder should have achieved a minimum annual financial turnover, defined as billing for works in progress and completed in all classes of civil engineering construction works, of at least the annual value of the contract applied for in any one year over the last five years. The bidder should also have experience in successfully completing or substantially completing at least one contract of highway (road and/or bridge works) or airport runway of at least 40 percent of the value of the proposed contract within the last five years. The bidder should submit a certificate from the employer, incorporating clearly the name of the work, contract value, billing amount, date of commencement of works, satisfactory performance of the contractor, and any other relevant information. In case of a joint venture, the lead partner shall meet not less than 50% of all criteria, and the joint venture must collectively satisfy the criteria. The experience of the other joint venture partners shall be considered if it is not less than 30% of the qualifying criteria. For the cost of works executed, escalation factors are provided for works completed, with a base year of inviting tender being 2025-2026, and multiplying factors ranging from 1.00 to 1.61 for the previous five years. The bidder should also provide a list of key plant and equipment to be deployed on contract work, along with their location, age, make, capacity, and approximate value. Additionally, the bidder should employ full-time technically qualified staff during the execution of the work, with the number of engineers required depending on the cost of the work to be executed, ranging from a minimum of one diploma civil engineer for works less than Rs. 5 lakhs to two graduate civil engineers and three diploma civil engineers for works more than Rs. 50 lakhs.
