Work Experience Requirements
Bidders must demonstrate, within the last five years, satisfactory completion (at least 90% of contract value) of at least one similar work as a prime contractor (or nominated subcontractor executing all work items, provided all other criteria are met) with a value not less than a specified amount (usually at least 50% of the estimated contract value). They must also have executed minimum quantities of specified work items (e.g., cement concrete, earthwork, GSB) in any one year (usually 80% of the expected peak construction rate). For building electrification and water supply/sanitary engineering works, the contractor or their subcontractor must possess valid licenses and have executed similar works for a minimum amount in any one year.
Bid Capacity
Bidders' available bid capacity must exceed the total bid value. The assessed available bid capacity is calculated as (A*N*2-B), where A is the maximum value of civil engineering works executed in any one year during the last five years, N is the number of years for project completion, and B is the value of existing commitments and ongoing works to be completed during the project's duration.
Technical Capacity
Availability of key equipment (as per Annexure-I, for bids over 5 Crore rupees), and personnel with adequate experience (as per Annexure-II) is required.
Technical Specification
Bidders must provide a statement that they are not associated with the consultant who prepared the project documents. The proposed work method and schedule must be submitted, along with descriptions, drawings, and charts.
