Outsourcing for manning and operation to run the installation in One shift of 08 hours including Sundays and Holidays with One Skilled Operator (FGM) per shift including daily maintenance of the following at New Ward Room sub station all as specified and as directed for the following plants machinery (a) 62.5 KVA DG Set - 01 No (b) 10 HP Submersible pump set - 01 No

Manning and operation of installations round the clock ( three shifts) from 0800 hrs to 1600 hrs, 1600 hrs to 2400 hrs and 2400 hrs to 0800 hrs including Sundays and Holidays by One FGM Skilled Operator with connected electrical item such as main switches starters etc at following pumping installation with operation of valves at different location in main pump house and Nausena Baugh OHT area and connected valves at INS mandovi all as specified and as directed.(per shift one operator) (a)Centrifugal pumping set electric driven , 40HP capacity 3 phase 415 V- 02 Nos.

Manning and operation of following installations in One shift of 8 hrs by One FGM Skilled Operator including Sundays and Holidays and connected electrical item such as main switches starters etc at following pumping installation with operation of valves at different location in Boat pool pump house at INS mandovi all as specified and as directed. (a)Centrifugal pumping set electric driven , 50 HP capacity 3 phase 415 V- 02 Nos. (b)Centrifugal pumping set electric driven 3 phase 415 V , 10 HP capacity - 01 No

Notes for Item Nos 1 to 6:- (a) The DG set shall be operated any time when the main power supply fails or any time as per requirement (b ) Greasing, lubricating, watering, topping up engine oil, cleaning and making up level of batteries with electrolyte will be carried out . The rate quoted shall be deemed to be included for the same (c) Log sheet provided by the contractor indicating daily fuel consumption of engine oil/ grease/ distilled water etc will be maintained by the contractor for each plant (Printed log sheet as per proforma provided by Department to be used) (d) The contractor is responsible for safe custody of plant during the contract period. (e)Diesel required for running the DG sets shall be provided by the Department at free of cost and the same shall collected by the contractor from AGE (I) store. (f) Daily cleaning and checking of DG sets/ Submersible pump set Starter/Panels etc (g) The contractor shall provide uniform to the operators and they should wear the uniform in duty hours. The colour of uniform is black pant and sky blue shirt. This will be followed strictly during the contract period without fail. If anybody found in duty time without uniform penalty @ Rs 100/- per head will be recovered.

(h) Necessary tools and plants to be provided to the operators for the above works services by the contractor without any extra cost to Department. (j) The operator shall be ITI holder and having experience not less than 2 years in particular field. (k) The contractor is responsible for operation of valve, rectification of leakage of valves, pump/pipe line etc including provision of gland packing/rubber pack sheet etc and same shall be maintained by contractor in a register. The rate quoted shall be deemed to be included for the same. (l) Replacement of Coupling nut and bolts for 10 HP Pumping set including gasket for pump, valves etc (m) Grease, cotton waste, etc required for operation and maintenance of pumping set shall be provided by the contractor without any extra cost. (n) In Case contractor fails to deploy appropriate staff for any shift/manpower, penalty @ Rs 1000/ shift shall be recovered from the contractor.

Outsourcing for manning and operation of 11/0.433 KV Main receiving station (Substation 'A') at AGE (I) Mandovi round the clock performing the duties of Electrician (three shifts) from 0600 hrs to 1400 hrs, 1400 hrs to 2200 hrs and 2200 hrs to 0600 hrs including sundays and holidays at INS Mandovi per shift with one electrician. Duties of Electrician:- To attend all type of complaints of Electric supply system ( HT/LT), security/perimeter/street light, rectification of any fault occured in the feeder like disconnection of jumpers, breaking of ACSR conductor, disconnection of cable lugs from the panel, blown out of fuse element, fallen of tree branches, tripping of feeders and loose connection in the service wires, short circuiting of conductors and attending of complaints for NO lights from poles, internal electric complaints such as replacement of u/s electrical items, removing short circuit fault inside building etc all as directed and rendering completion report to JE/ In charge/authorized person.

Outsourcing for manning and operation to run AC plant installation in one shift by One Ref Mech(Skilled Operator) of 8 hrs including sundays and holidays for operation, maintaining of log sheet of AC palnt, daily maintenance, minor repair works of 3 x 40 TR AC plant at Tarang Auditorium at INS Mandovi all as directed at site and day to day instruction given by JE E/M and Engineer-in-charge.

Outsourcing for manning and operation to run various installations in One shift by Two Ref Mech( Skilled Operator) of 8 hrs each including sundays and holidays for attending day to day complaints of AC, Water cooler, Refrigerator, Deep freezer or any other summer cooling appliances at INS Mandovi all as directed at site and day to day instruction given by JE E/M and Engineer-in-charge.

Notes for Item Nos 9 & 10:- (a) Minimum qualification/experience for Operator shall be ITI in appropriate field or 2 years experience in same field and for helper minimum 2years experience in same field. Contractor shall submit necessary documents for the same before commencement of work for each manpower employed by him to Eng-in-Charge. (b) Obtaining Security passes and police verification will be responsibility of contractor for manpower employed by him. (c) Contractor shall provide all tools and safety equipments required for day to day working without any extra cost. (d) Cleaning of AC Plant and surrounding area will be responsibilities of manpower employed by contractor and rate quoted for item shall deemed to include this provision. (e) Necessary logbook/log sheet/attendance register/duty roaster will be provided and maintained by manpower employed by contractor as directed by Eng-In-Charge.

(f) In Case contractor fails to deploy appropriate staff for any shift/manpower, penalty @ Rs 1000/ shift shall be recovered from the contractor. (g) Cost of rectification of any water leakage in pipes/control valves of AC Plant/ AHU/Cooling tower shall deemed to be included in quoted rates. (h) Contractor will ensure proper functioning of Control panel system of AC plant, Cost of minor spares/repair required for day to day maintenance complaint shall be carried out by staff employed by contractor included in unit rates quoted

Outsourcing for manning and operation of various installations at station AGE (I) Mandovi for performing the duties of Helper (07 Nos) including sunday and holiday at INS Mandovi. Duties of Helper:- (a) To assist the Electrician/FGM during performing duties, handling the T&P items and stores/material required for attending the complaints. (b) Maintenance/cleaning and upkeep of machinery and equipment installed at E/M installations, cutting/removing the roots of bushes, grass, weeds and unwanted materials surrounding of installation/sub stations, feeder pillar boxes, two/four pole structures complete all as specified and directed.

Manning and operation of valves in One shift of 8 hrs including Sundays and Holidays at INS Mandovi OTM area for operation of valves(Helper) at different location from Eklavya OHT all as specified and as directed. Notes: (a) 08 Hrs (One shift) will be considered as one day. (b) The contractor is responsible for operation of valve, rectification of leakage of valves, pump/pipe line etc including provision of gland packing/rubber pack sheet etc and same shall be maintained by contractor in a register. The rate quoted shall be deemed to be included for the same.

Notes for Item No 7,8,11 & 12:- (a) The Contractor shall employ 03 (Three) electrician per day for a shift of 08 hrs for caring out duties of Electrician. Timing of shift all as decided by Engineer-in-Charge as per requirement. The contractor shall not have any claim whatsoever. (b) Contractor shall provide all tools and plants required for doing the job related with electric supply and will be fully responsible for safety and security of their man and installation. (c) Electrician engaged on duty should have sound health and be capable to do the electric related job. (d) The stores required for attending the complaints shall be issued by the Department from MES store yard. (e) The electrician shall be ITI holder and having experience not less than 2 years in particular field. (f) The electrician will be responsible for maintaining Log sheet of the substation.

(g) The electrician will be responsible for repairing/replacing the burnt fuse of HT network/GOD(h) The electrician will liase with civil authorities (GSEB) in case of power failure from civil. (j) Helper to assist the Electrician/FGM during performing duties, handling the T&P items and stores/material required for attending the complaints. (k) Helper to ensure Maintenance/cleaning and upkeep of machinery and equipment installed at E/M installations, cutting/removing the roots of bushes, grass, weeds and unwanted materials surrounding of installation/sub stations, feeder pillar boxes, two/four pole structures complete all as specified and directed. (l) In Case contractor fails to deploy appropriate staff for any shift/manpower, penalty @ Rs 1000/ shift shall be recovered from the contractor.

Notes for Item Nos 1 to 12:- (a) Contractor shall pay the wages to the employees through e-payment i.e Aadhar linked bank accounts (credit to their bank account),If in future labour wages shall be increased/Decreased that has to be applicable through duration of this tender and Engineer-in-charge shall ensure that e-payment made to employees and their wages shall not be less than minimum wages fixed by state Govt or Central Govt whichever is more. Monthly e-banking statement shall be furnished by the contractor to the Engineer-in-Charge and the same shall be kept in record duly verified. (b) It is the responsibility of contractor to deposit the employees provident fund (EPF) to the concerned authority as per the prevailing scales as laid down by Ministry of labour for all operator/helper (as applicable) and necessary proof to this regard shall be submitted to the Engineer-in-charge for verification & record. The quoted rates shall be deemed to be included of above provisions. In case contractor fails to produce the proof of EPF, the same shall be recovered from his dues as per the prevailing scale plus 15 percent.

(c) In case of failure due to absence of operative staff, the contractor shall be liable to pay compensation at twice the cost of a day’s manning and operation derived from pro rata of Sch ‘A’/BOQ quoted rates or Rs 1000/-per shift per Operator whichever is higher (d) The rates quoted shall be inclusive of all taxes ,cess, levies etc as applicable including GST (e) The prevailing rate,wage,contribution etc shall be as applicable as on the bid submission end date. (f) In view of COVID-19 alerts various restrictive instructions issued concerned authorities from time to time. Hence additional precautions essential for the work shall be taken by the contractor by way of provisioning of masks, hand sanitizers, gloves etc to workmen and all local instructions issued by the Concerned Authorities and Station Authorities shall be complied with all relevant safety precautions covered under Model Rules for the protection of health and sanitary arrangement for workmen (Annexure ‘C’) of IAFW-2249) shall be strictly followed. Nothing extra is admissible on this account (g) The contractor shall also deploy additional man power as relief against weekly off,leave,holidays etc all as per existing Labour Act and shall substitute the operator accordingly for which no extra payment admissible. The unit rate quoted against items in Schedule ‘A’/BOQ shall be inclusive of this provision also.
