Notes: (i) The rate quoted shall be deemed to include for necessary T&P, nuts, bolts, washers, gasket, insulation tape, compound, to put in to the VCBs and panels in serviceable condition, testing and commissioning all as specified and as directed by the Engineer-in-Charge.
(ii) Major spares like Breaker bushings, vaccum interruptur, busbar spout, busbar spout connections, circuit spout/circuit spout connections/buffer fixed contacts, moving contacts,solenoid spares, dependent/spring mechainsm/ motor mechanism, trip unit etc will be measured and paid separately under relevant items of Schedule 'A'. However the rate quoted shall be deemed to include for any other minor spares require replacement.

Schedule A Part-II MANNING & OPERATION

Manning and Operation of Main Receiving cum Distribution Sub Station (MDSS), 11 KV HT supply including SCADA power monitoring system for 03 (three) shifts of 8 hours each on all days including Sunday and holiday routine maintenance,checks & attending emergency breakdowns at distribution Sub Stations DSS 6, DSS 4, DSS UC and connected feeder pillars all as specified and directed by Engineer-in-Charge. The installation comprises of following equipments:
(a) 11 KV, up to 1250 Amps,indoor type HT VCBs - 42 Nos
(b) SCADA power monitoring system with one industrial PC
(c) LT distribution panel board for sub station lighting & CPP motors.
(d) Battery bank - 1 No
(e) Ventilation system.

NOTES:-
(a) Contractor shall employ One No skilled electrician/ operator having minimum ITI qualification in electrician trade from Govt recognized institute with adequate knowledge and minimum 2 years experience in Maintenance & Operation of HT & LT electrical installation in each shift of 8 hrs (total 03 shifts per day). The operator must be competent to carry out the routine maintenance of MDSS , Calibration and setting the IDMT relays and handle the power monitoring SCADA system all as directed by the Engr-in-Charge and One No helper having minimum 10th pass certificate with adequate experience in each shift of 8 hrs (total 03 shifts per day).

(b) The rate is deemed to be inclusive of maintaining necessary records and documents for operation and maint of plant specified.Contractor will maintain proper records of all kinds of daily, weekly, monthly, quarterly, half yearly, yearly or whatsoever maintenance is carried out during contract period as per format issued by Engr-in-Charge in a binded book/register and will obtain the signature of Engineer-in-Charge every fortnightly.

(c) The rate quoted deemed to include for daily routine maintenance like checking and rectification of loose connection, Cleaning of the VCB's, monitoring of the operation of relays,CT's and PT's of the VCB's and switching over of power supply from commercial to stand by DG supply in case of power failure and monitoring of the total load in VCB room. The contractor will ensure general area cleanliness and upkeep of the installation on daily basis. In case of failure, a penalty of Rs 2000/- per installation per month will be levied and recovered from dues.

(d) The Contractor shall not employ same tradesman continuously for more than 11 months.

(e) The contractor shall provide 02 uniforms to each operator & helper and design of uniform shall be got approved from Engineer-in-charge. In case contractor fails to provide the uniform, recovery @ of Rs 1200/- per uniform will be recovered.

(f) The rate quoted shall deemed to be inclusive of safety gear & required tools for minor maintenance. In case of failure to provide tools kit & safety kit (Gum boots- 02 pairs, hand gloves), a penalty of Rs 3000/- will be recovered and levied on the contractor for non compliance.

(g) In case of failure due to absence of operative staff, the contractor shall be liable to pay compensation at twice the cost of a day’s Manning & Operation derived from pro rata rate of Sch ‘A’ quoted rates

(h) The operator must be well converant with functioning of the plant and shall be competent enough to maintain the installation incl main electric panel.

(j) The contractor shall pay the wages to the Skilled operator through e payment i.e Aadhar linked bank accounts(Credit to their bank account). Engr-in-Charge shall ensure that e-payment made to Skilled operator and their wages shall not be less than minimum wages fixed by state Govt or central Govt whichever is more. Monthly e-banking statement shall be furnished by the contractor to the Engineer-in-Charge and the same shall be kept in record duly verified.

(k) It is the responsibility of contractor to deposit the employees provident fund (EPF) to the concerned authority as per the prevailing scales as laid down by the Ministry of labour for all Electrician/ operator/ helper (as applicable) and necessay proof to this regard shall be submitted to Engr-in-charge for verification and records. The quoted rate shall be deemed to be included of above provisions. In case contractor fails to produce the proof of EPF, shall be liable for action as deemed fit. Decision of GE in this regard shall be final and binding.

(l) The contracotr shall maintain all the registers under various labour law rules, 2017 and shall be produced to GE and as well as officers detailed by labour department.
