Serve As A Senior Security And Law Enforcement Policy And Capacity Building Advisor To The Inl Director, And Through The Director, To The Chief Of Mission, Deputy Chief Of Mission, And Other Principal Country Team Members. Advise And Assist The Inl Director Regarding The Planning, Development, And Administration Of Inl Haiti Police Reform And Law Enforcement Programs. As Needed, Advise On Hnp Leadership And Issues Related To Law Enforcement Agencies And The U.s. Military With A Focus On Streamlining Coordination And Avoiding Duplication. 2. Advise The Hnp On Strategic Planning, Leadership, Management, Organizational Requirements, And Institutional Reforms. Advise On Support To The Hnp School And Additional New Classes Of Cadets, Mid-level And Command-level Supervisory Training, And Technical Advisory Assistance. In Coordination With The Senior Law Enforcement Advisor, Program Advisor, And Inl Subject Matter Experts Embedded In The Hnp, Encourage The Hnp To Adopt Policies, Procedures, And Practices That Will Increase Its Effectiveness, Accountability, And Professionalism. 3. Assist Inl To Develop Law Enforcement, Violence Reduction, Transnational Crime, And Counternarcotics Strategies And Programs. Provide Expert Guidance In Project Budget Preparation, And Program Planning And Assessment. Implement, Manage, And Supervise Assigned Inl Programs And Staff To Achieve Goals And Enhance Program Sustainability. Serve As Agreement Officer Representative (aor), Grants Officer Representative (gor), And/or Contracting Officers Representative (cor), As Required. 4. Organize And Lead, In Conjunction With The Inl Director And Hnp Counterparts, Quarterly Program Evaluations To Measure And Document Progress Toward Achieving Project Goals And Objectives, Considering Both Quantitative And Qualitative Indicators. Jointly Prepare Reports Or Assessments Summarizing The Results Of These Evaluations With Hnp Counterparts. Provide Programmatic Guidance And Analysis Of Developments In The Hnp To The U.s. Embassy Political Section And Inl Washington. 5. Regularly Monitor And Evaluate Programs To Ensure Their Effectiveness And Compliance With All Applicable Laws, Regulations, And Policies. Conduct Site Visits. Monitor Program Financial Records To Ensure Their Accuracy And Completeness. Working With Inl Port-au-prince Management, Ensure Budget Compliance With Inl Financial Management Guidelines And Regulations. 6. Ensure Projects Fall Within Program Guidelines And Timelines As Notified To Congress And As Laid Out In The Relevant Strategic Plans. Ensure All Inl-funded Training Is Conducted In Full Compliance With The Leahy Amendment And Section 477 Of The Foreign Assistance Act. Ensure Compliance With Inl Property Management Regulations. Explain Relevant U.s. Laws, Regulations, And Policies To Haitian Authorities And Implementing Partners. 7. Act As The Senior Coordinator For Usg-goh Bilateral Agreements On Inl-funded Programs. Advise The Negotiators For Letters Of Agreement (loas) And Amendments In Accordance With Inl Policies And International Agreements And Law. 8. Coordinate With And Maintain Good Working Relationships With U.s. Government, Like-minded Partner Nations, And International Organizations Involved In Law Enforcement, Violence Reduction, Transnational Crime, And Counternarcotics Efforts In Haiti And The Caribbean. 9. Draft And Provide Advice And Assistance In The Preparation Of Required Reports, Including To The U.s. Congress, Inl Bureau, And Other U.s. Federal Agencies. Contribute To The Annual End Use Monitoring Report And Prepare The International Narcotics Control Strategy Report Vol. 1 (incsr). 10. Conduct Other Senior-level Field Surveys, Evaluations, And Special Studies As Directed. 11.
