Contract notice - general guideline, standard regulation negotiated procedure with prior publication of a call for competition/negotiated procedure (services) Groß-gerau, new extension to the Mühlbach daycare center, object planning building Project description: The city of Groß-gerau would like to expand the "Mühlbach" daycare center, which currently has two classes, with a new building in order to increase its capacity. The neighboring property is to be used for the outdoor facilities in the future and an extension is to be built on the area of the current outdoor facility. There is a canal on the property that cannot be built over, which means that the possible building window is not very flexible. Preliminary planning has already been drawn up, but this can only be assessed as proof of principle of feasibility. In order to shorten the local construction time, the work is to be carried out using modular construction (preferably wood hybrid or wood construction), which is why it is to be carried out under the commission of a general contractor. A planning team is now to be found in several tendering procedures which will implement the project across all performance phases and also take over the interfaces with the general contractor. +++ Scope of services: Building object planning for phases 1-9 in accordance with Sections 33 ff. Hoai with an adapted scope of services due to general contractor award (see attachments for details). +++ A phased commissioning is planned. The individual project stages will be called up successively as the project progresses. If the client decides that the project will be terminated after completion of a project stage, no further calls will be made. The contractor has no right to call up further project stages. +++ Project period: As things stand, a project duration of 3 years is envisaged. +++ Project costs: Currently, the following eligible costs are roughly assumed according to Hoai: Kg 300: Approx. €1,349,000, Kg 400: Approx. €381,000

Contract notice - General guideline, standard regulation Open procedure (services) Services in the area of portals A large number of portals are being developed, expanded and operated in the HZD. A number of different applications are also linked to the portals. In recent years and months, portals and applications have increasingly been the political focus. Particular attention is being paid to IT security, high availability, quality of the service delivered, performance and data protection. The subject of the procurement is consultancy and support services both for various portal migrations and for a number of portal applications. The client intends to place individual orders with a total volume of around 880 person-days during the term of the framework agreement. One person-year (pj) corresponds to 220 person-days and one person-day (pt) to 8 hours. A minimum order quantity has not been agreed. The contractor must cover the entire range of technologies listed in this chapter and their successor products. Versions of technologies specified are to be understood as minimum requirements and also include the respective successor products. Specific requirements depend on the requesting projects. The portal landscape consists of a series of internal state portals that can only be reached in the state administration network and external portals that can also be accessed via the Internet. They also differ in terms of the CMS (content management system) used and the portal technology used. The portal infrastructure currently consists of the following technological components: The employee portal of the state of Hesse (map) uses the product "sap-netweaver Enterprise Portal" (version 7.5) and the CMS "portal Site Manager at Open Text". The product "sap-netweaver Enterprise Portal" (version 7.5) is used in the service portal of the state of Hesse (sph) and in the application portal, and the product "sap-netweaver Po" (version 7.5) is used in online application management. The product "sap-netweaver Portal" (version 7.5) and the open source software "drupal" (version 10 and later) are also used in the administration portal. The open source software "drupal" (version 10 and later) is used in the information portal (hessenweb). The following technologies are also used: - MS Windows Server, - SUSE Linux Enterprise Server, - Redhat Linux Enterprise Server, - database systems MariaDB (Galera Cluster and Maxscale) and Oracle, - programming languages PHP and Java, - PHP components FPM and Memcache, - Docker, - virtualization on ESX cluster systems, - Apache Tomcat, - Apache Webserver, - JBoss EAP & Keycloak, - Gitlab, - Jenkins and Ansible, - multi-domain certificates. The portals and the content management systems used for them have interfaces to various third-party systems. Both these and the systems themselves are regularly updated, checked with regard to the future viability of their architecture and expanded and extended with regard to new requirements, interaction offers and technologies. The contractor is obliged to carry out the services to be provided by him with the greatest care and in accordance with the contractual agreements, the state of the art in science and technology and the principle of economic efficiency. In addition, the contractor is expected to employ staff with up-to-date knowledge of the latest versions throughout the entire term of the framework agreement. If a manufacturer uses follow-on products that have the same or extended functionality but are sold under a different name, the required knowledge is also expected for this follow-on product. The services provided by the portals operated (employee portal (map), Hessenweb, info portal, application portal, administration portal, etc.) are subject to high requirements and are in the political spotlight. A particular focus is on operational stability, high availability, data integrity, data protection and IT security. For these reasons, the services must occasionally be provided outside of the general business hours of the HZD. Required certifications The following certifications and specialist knowledge of the personnel employed by the contractor are mandatory: 1. Data protection (data protection specialist) 2. Quality management (quality manager) 3. DevOps 4. Project management (IPMA level B or PMP) 5. ITIL Expert 6.
