Preliminary planning has already been carried out (see appendix), but this is only to be assessed as proof of feasibility in principle. This envisages an extension in the area of the existing outdoor facilities. In order to shorten the local construction time, the implementation is to take place in modular construction (preferably wood hybrid or wood construction), which is why the construction work is to be carried out by a general contractor. A planning team is now to be found in several tendering procedures, which will implement the project across all performance phases. The necessary outdoor areas for the daycare center will be built on a neighboring property to the existing building. The property is crossed by at least two known underground pipeline routes. Adjacent to the property is a public green area "ög1" as Waterside strip to the eponymous Mühlbach / Stadtgraben, the distance area (5.0 m to the top of the embankment) is in the planning area. The development plan specifies the parking spaces to be built and their location and condition. In addition, measures to protect birds, bats and wall lizards have been defined. The new building is part of the university building investment program Heureka (university development and reconstruction program: complete renovation, concentration and expansion of research and teaching in Hesse) of the state of Hesse. The building is to have a size of 4,161 square meters Nuf (1-6). The new cafeteria will be an important hub of the merged Philosophikum campus area and will contribute to the comprehensive supply of around 10,000 students and employees of the cultural and humanities campus and will occupy a central position within the university facilities there. In addition to providing hot lunches, cold meals and drinks, the cafeteria also functions as a place for student work, meeting and regeneration. The structure and functionality of the building must be geared towards fast turnaround times for food supplies, although this location has a high peak load factor. Up to 4,000 meals are produced and served on site every day. In addition, around 1,000 meals will be produced for delivery to other JLU locations that do not have their own hot meal production. Contract notice – general guideline, standard regulation negotiated procedure with prior publication of a call for competition/negotiated procedure (services) Extension of the Sindlinger Wiesen primary school Architectural service The primary school in the Sindlinger Wiesen is currently set up with 304 students and 15 classes with a 3.75-stream structure. In addition, there is an intensive class and a preparatory class with around 30 more students. In the school area, two smaller residential areas are being built, which will increase the school’s classroom requirements with an entry level to 18 classrooms in the future. The school currently has a total of 16 classrooms available for lessons. The Main-Taunus district has taken over responsibility for school child care for the 2023/24 school year. At present, care is provided in two classrooms and in containers rented from the city of Kelkheim, some of which are in a very poor structural condition. The very small cafeteria is also housed in a container, which is not sufficient in view of the legal entitlement and the increasing number of pupils. At present, due to the space available, only around 48% of the pupils can be looked after in the care. To make matters worse, the lunch supply capacity is already insufficient and therefore not all of the children in care can receive lunch. An internal feasibility study determined that a structural extension with approx. 1,374 m² Hnf or 2,200 m² Bgf could create the necessary spatial capacity for a 4.5-stream school concept and 100% care on site. The extension is to be built in passive house design and subsidized. The standards of the Main-Taunus district must be observed and included in the planning. The building should be barrier-free. It is planned to install a cistern for rainwater, which is to be used to flush the toilets. It must be checked whether the heat can be supplied via the existing heating system. The extension will have a photovoltaic system on the roof and on the existing building, and an elevator. A central ventilation system with source outlets and heat recovery without recirculation is to be planned, with electronic individual room control to regulate the room temperature and the air volume for the rooms depending on the CO2 concentration. Night cooling is also to be implemented. The NSHV is to be expanded. All classrooms will have sinks. A cook and chill kitchen is to be planned for the food supply. Since a container facility has already been built on the school property as an interim measure, it is important to keep the schoolyard area as large as possible and to plan the construction site area with construction site facilities as small as possible.
