The building is planned as a free-standing four-storey multifunctional university building, which mainly contains seminar rooms and offices. The new building is located on the Philosophikum 1 campus of the Justus Liebig University of Giessen in the southeast of the city, Rathenaustrasse 21, 35394 Giessen. The construction site is directly on Rathenaustrasse and the dimensions are approximately 33m x 64m. The terrain elevation of around 160 to 161 m above sea level is relatively flat and lies slightly below street level on Alter Steinbacher Weg. In the southwest area is the construction site facilities of the neighboring construction site for the new university library. The building is planned as a seamless reinforced concrete structure using cast-in-place concrete construction. The cast-in-place concrete will be partially made of exposed concrete Sb3. The floor plan structure will be implemented as a directional column/beam system with transverse ribs. The beams will be partially made of precast concrete. The four-story building has a regular floor plan with opposite traffic cores and seminar and office areas in between. The technical center is designed as a separately braced mixed construction. The columns are designed as reinforced concrete columns, the roof is made of reinforced concrete. The external wall of the technical center is planned as a plastered aerated concrete wall. The scope of services includes all services listed in the list of services item by item, in detail. Vitos is the largest provider of treatment for mentally ill people in Hesse. The company operates psychiatric, psychosomatic and forensic-psychiatric clinics as well as psychiatric rehabilitation facilities. The accompanying psychiatric services are aimed at people with chronic mental illnesses. In addition to its core task - the diagnosis and treatment of mentally ill people - Vitos also operates a neurological clinic in Weilmünster, an orthopedic clinic in Kassel and facilities for youth and disabled people throughout Hesse. Vitos is a company of the State Welfare Association (lwv) of Hesse. The group of companies with headquarters in Kassel includes 17 non-profit organizations. 11,600 employees at 115 locations generate a total annual income of one billion euros. They treat a total of 44,000 patients on an inpatient/outpatient basis and provide 300,000 outpatient treatments per year. For further information, please refer to the Vitos Group website at https://www.vitos.de. Modern business processes are increasingly dependent on efficient IT. A reliable network infrastructure is required to make corporate IT services accessible to users. These general statements also apply to Vitos. Because it processes health data, Vitos places a further focus on ensuring the confidentiality of the data processed. Vitos is pursuing the goal of setting up a uniform network infrastructure in order to achieve a uniform level of security across the group. This is the only way to meet the regulatory requirements that Vitos must meet as a company in the healthcare sector, particularly with regard to the protection of patient data. Vitos Group IT operates IT, including the network, for the entire group of companies in-house. The range of services offered by Vitos Group IT therefore includes the operation, further development and optimization of the IT landscape of Vitos Holding, including all subsidiaries/grandchildren - strategically, economically and sustainably. The tasks of the employees include the strategic development and updating of IT, sourcing and management of IT services as well as the planning, provision, operation and service as well as support of IT infrastructures and applications (plan, build, run). The LAN/WLAN infrastructures in the individual subsidiaries (TG) are operated by the Vitos IT headquarters. The WAN connections between the TGS are rented from a provider, the handover points are the provider's CPEs. The current WAN operation via the provider is not considered in this tender. In view of the continuous growth of Vitos and the increasing dependence on digital technologies, a robust, scalable and secure network is essential for company operations. The aim of this tender is therefore to conclude a framework agreement for the procurement of components for network operation and associated services. The framework contract for procurement is to be concluded with a discount agreement on product groups in order to be able to react flexibly to future expansions and conversions due to the growth of Vitos. In the majority of the Tgs, an Aruba LAN/WLAN infrastructure is currently available that can still be used. In other Tgs, however, the components installed there will soon no longer be supported by the manufacturer, so there is an urgent need for modernization in order to meet the requirements for secure infrastructure operation in the hospital. For these areas, this tender requests a quantity of infrastructure to be delivered immediately (direct acceptance). In order to be able to meet the company's requirements (based on the public supply contract) for network operation, particularly with regard to security and availability, central management, a flexible procedure for traffic separation and in particular the central console for defining security policies should continue to be used (details in Chapter 2). This requires the use of components from one manufacturer in the LAN and WLAN in order to be able to regulate and secure access to the network in a uniform manner. Due to the already installed basis, in particular the central security (see Chapter 2.2) and management components (see Chapter 2.1), components from the manufacturer HPE/Aruba are therefore required. The subject of the present procurement procedure is the conclusion of a framework agreement for the procurement of components for network operation and associated services. The framework agreement for procurement is to be concluded via a discount agreement on product groups in order to be able to react flexibly to future expansions and conversions due to the growth of Vitos. The term of the framework agreement is 48 months, with the purpose of providing deliveries and services free of charge to destination from the HPE/Aruba product range. In the first 12 months, an acceptance of products listed in the "Offer service list - direct acceptance" is planned. The client undertakes to purchase at least 90% of the quantities specified in the "Offer specifications - direct purchase" within 12 months of the contract being awarded. The contract is concluded at the moment the contract is awarded, and the service begins on the same day. The contract is scheduled to be awarded in week 49/24.
