The ... More basics: The Karl-Gärtner School at Wilhelm-Dietz-Strasse 5 is located on the outskirts north of Delkenheim, on a bend in the Wickerbach in a natural landscape with old trees. The school property of the Karl-Gärtner School (plot no. 1/6) has a size of 21,178 m². The school complex, which is a listed cultural monument in accordance with Section 2 Paragraph 1 of the Hdschg, was built in two phases between 1963 and 1967 by the architect Daniel Jourdan. The loosely grouped one- and two-storey, flat-roofed pavilions in reinforced concrete construction with reddish-brown clinker bricks are connected to one another via walkways and spatially enclose the school yard. The school complex consists of a main building (old building) with an adjoining administration wing and cafeteria, a toilet building, a classroom wing (new building), a pavilion building, a school gym, a youth traffic school including a workshop (see attachments). The demolition of the school gym and the construction of a new double sports hall with a club extension as well as the restructuring of the administration are currently being planned. Subject of the service to be commissioned: Specialist planning services for technical equipment for system groups 1, 2 and 3, in accordance with Hoai 2013, in the 2021 version, Part 4, Section 2, §§ 53-56, service phases 2-9. For this purpose, the Federal Ministry of Health (BMG) has commissioned the Federal Agency for Real Estate (BIMA) to investigate a new property that meets the requirements. The result of this investigation is the decision to build a new building on a plot of land close to the current location. The Building Administration (BV) represents the BIMA in its function as the federal client. Construction implementation level (BDE) The Federal Agency for Construction and Real Estate in Hesse is the Hesse State Office for Building and Real Estate (LBHIH) by way of a loan of bodies. The Regional Finance Directorate Frankfurt am Main (OFD) represents the technical supervision of the leading level (FFE) of the BV. According to the current status, an integrated project management (IPA) based on a multi-party contract (MPV) is planned for the new PEI building. The framework conditions can be found in the attached MPV. In addition to the laboratory technology planning in question here, two further planning offices will initially be contractual partners of the MPV to be concluded jointly with the client, one for the extended object planning, the other for the extended specialist planning of technical equipment. These three planning participants ("key planning/s") will analyse as partners in an in-depth feasibility study in phase 0 of the MPV the draft of the object planning developed in the course of a planning competition that has already been completed. In separate award procedures following MPV phase 0, the executing companies ("key trade/s") will then be selected and join the MPV as further partners. In combination with the aforementioned partnership-based project management method, lean construction methods will also be used. Furthermore, the use of Building Information Modeling (BIM), which has become mandatory for the construction administration as a result of the "BIM master plan for federal buildings" introduced by decree, is intended to achieve further synergies and to optimally promote the planning and construction process right up to the handover to operation. A basic requirement for attending these schools is that the children and young people are treated in one of the Vitos clinics and day clinics for mental health. As part of the revitalization of the Vitos child psychiatry center in Marburg, there are plans to expand the school at this location. The aim of the schools is to support sick pupils individually so that, after a long absence due to illness, they can, if possible, return to lessons at their home school and thus keep up or (re)find themselves. Lessons take place in small learning groups, but also individually and are based on the curricula of the corresponding school types. The content and methodology of the lessons are designed by the teachers to be flexible, depending on the resilience of the pupils. The schools have teachers with some multiple qualifications at their disposal who - in addition to their special education skills - meet the requirements of special needs schools, elementary schools, middle schools and high schools. The schools with a focus on sick pupils are entitled to award school leaving certificates. The existing school is housed in several buildings and therefore no longer meets the required standards. The extension of the school premises is to be added onto the existing main school building. The total usable area of the future school is approximately 1,100 m² Nf. Service phases 2 - 9 are to be awarded through an architect's contract in accordance with Hoai 2021. Service phases 2 and 3 of the staged contract will be commissioned first. The architect's contract to be concluded will contain an option for Vitos Gießen-Marburg Gemeinnützige GmbH to award the remaining service phases to the contractual partner once the draft planning has been completed. There is no entitlement to commissioning the following service phases. Compensation for non-continuation is expressly waived.
