The concession grantor intends to develop the network as a gigabit network. The subject of the concession is essentially the planning, construction and operation of a gigabit broadband network as well as the supply of high-performance broadband connections as end customer products. For this purpose, the intended concession award is made as part of the closing of an economic efficiency gap in the economic efficiency gap model. The gigabit network is to be planned, built and then operated by the concessionaire and used to supply end customers in the concession area. The concession is granted in compliance with the European Union guidelines for the application of state aid rules in connection with rapid broadband expansion (2013/c 25/01) and the framework regulation of the Federal Republic of Germany to support the nationwide construction of gigabit networks in "gray areas" (gigabit framework regulation).
