The aim of the service advertised is to monitor the ASP-affected areas at regular intervals and to identify both wild boar carcasses and live wild boar. This should be carried out with drone flights or with carcass test teams, depending on requirements. The contractor must be able to provide, coordinate and document both options. If suspicious wild boar is detected, the killing should be carried out by drone-guided and qualified removal teams. The erection of permanent fences is an effective means of containing the infected area. The permanent fences erected on the motorways and the federal highway in the areas of the Darmstadt-Dieburg district should be checked and documented at specified intervals using drones. Contract notice – general guideline, standard regulation negotiated procedure with prior publication of a call for competition/negotiated procedure (services) Project management services The subject of the tender is project management services for the renovation of the Kleinmarkthalle in Frankfurt am Main while it is still in operation. The planned renovation of the building services includes almost all areas of the building, including the basement compartments, the electrical and heating technology and the small cooling centers. In addition, new smoke compartments and a smoke extraction center will be created to increase safety in the event of a fire. All building services systems as well as the supply lines for heating, sanitation, cooling, ventilation and electricity will be completely renewed and the listed facade will be upgraded. The project is currently in the execution preparation phase and a building permit has been in place since August 2024. Intensive work is currently being carried out on preparing the award of the construction contracts; construction is scheduled to begin in June 2025. A project management office is being sought which will, on the one hand, catch up on typical PS services from stages 1 and 2 and, on the other hand - in parallel - provide services from stages 3 and 4 in accordance with AHO, Booklet No. 9. The service description was created individually for this project in accordance with AHO, Booklet No. 9 and is part of the contract, see Appendix 3.1. This means that the bidder will actually be commissioned during the ongoing project (construction services have been put out to tender/the first construction measures are likely to have already begun) and, due to the many services that have to be provided in parallel, has to provide all the resources required for this at the start of the project and prepare itself accordingly internally. It is important to the client that project management, (partial) general planners as well as the other specialist planners, consultants and experts work together cooperatively and in a focused manner, with the aim of completing the project with the given project goals by the end of 2028. The implementation of these construction measures during ongoing operations will pose particular challenges for all those involved in the project, especially for project management in terms of communication and cooperation with all stakeholders in the project, with regard to changes or the required flexibility in the construction process as well as intensive support and advice for the client to ensure the project goals are achieved despite possible deviations and obstacles in this demanding project. In the first stage, the competition, any company interested in the contract can take part by submitting an application to participate within the application period. The purpose of the competition is to determine the suitability of the applicants in accordance with the required eligibility criteria. The client reserves the right to request missing documents and declarations of suitability in accordance with Section 56 Paragraph 2 of the Vgv. Based on the applications to participate that have been examined, at least 3 and a maximum of 5 suitable applicants will be selected in accordance with Section 51 of the Vgv and asked to submit a tender. The selection takes place in accordance with the selection criteria published in the notice. The second stage is the actual negotiation procedure. When they are invited to submit a tender, the selected applicants are provided with the additional information and documents required for this stage of the procedure. The selected applicants must prepare a first indicative tender on the basis of these tender documents. The negotiation phase then begins. The contracting authority will not award the contract to the first indicative tenders. It will conduct a round of negotiations in any case. As part of this first round of negotiations, the bidders will be asked to present their concept and the responsible management staff. The client reserves the right to update the tender documents based on the outcome of the negotiations. Individual third-party systems are used in the respective companies for service provision and invoicing. The ERP system currently most used in the group is SAP R3. The contract to be awarded is to implement an SAP S/4 Hana ERP system. The subject of the contract is the implementation service and not the procurement of the necessary software or licenses. It should be noted that the historically grown, heterogeneous IT landscape is characterized by a multitude of different requirements from the different business areas with different organizational units. This heterogeneity determines the context of the contract to be awarded.
