For Lot 1, several thousand orders per year must be expected. In the old contract, 18,685 orders were placed. The bidder is free to offer original products from the respective manufacturers. This could be necessary, for example, if there are no alternative manufacturers for a particular product. If brand names are mentioned, equivalent products from other brands can also be offered. Both - original products (ink or toner cartridges from the original manufacturers of the corresponding printers) and - compatible products (complete replicas of original ink or toner cartridges) or - remanufactured products (used modules that are refilled after being collected, cleaned, tested, repaired or supplemented) are permitted. The contents of the toner cartridges offered must enable at least the page yield of the original toner cartridges. The contents of the ink cartridges offered must at least correspond to the contents (in ml) of the original ink cartridges. These "new products" are products that are comparable to the services described or are products that are not yet available on the market, that expand the range of services and are required to achieve the purpose pursued with the tender. These are exclusively toners, inks, drums, etc. from printers that are new to the market within the framework contract term or are new to the catalog of the HZD's standard printer range. To a small extent, these could also be toners, inks, drums, etc. from printers whose existence in the state of Hesse was not known to the awarding authority when the service description was drawn up. In this respect, this is an update of the framework contract during its term. The volume of these "new products" is estimated at around 20% of the total volume. The planned renovation of the building services includes almost all areas of the building, including the basement compartments, the electrical and heating technology and the small cooling centers. In addition, new smoke compartments and a smoke extraction center will be created to increase safety in the event of a fire. All building services systems as well as the supply lines for heating, sanitation, cooling, ventilation and electricity will be completely renewed and the listed facade will be upgraded. The project is currently in the execution preparation phase and a building permit has been in place since August 2024. Intensive work is currently being carried out on preparing the award of the construction contracts; construction is scheduled to begin in June 2025. A project management office is being sought which will, on the one hand, catch up on typical PS services from stages 1 and 2 and, on the other hand - in parallel - provide services from stages 3 and 4 in accordance with AHO, Booklet No. 9. The service description was created individually for this project in accordance with AHO, Booklet No. 9 and is part of the contract, see Appendix 3.1. This means that the bidder will actually be commissioned during the ongoing project (construction services have been put out to tender/the first construction measures are likely to have already begun) and, due to the many services that have to be provided in parallel, has to provide all the resources required for this at the start of the project and prepare itself accordingly internally. It is important to the client that project management, (partial) general planners as well as the other specialist planners, consultants and experts work together cooperatively and in a focused manner, with the aim of completing the project with the given project goals by the end of 2028. The implementation of these construction measures during ongoing operations will pose particular challenges for all those involved in the project, especially for project management in terms of communication and cooperation with all stakeholders in the project, with regard to changes or the required flexibility in the construction process as well as intensive support and advice for the client to ensure the project goals are achieved despite possible deviations and obstacles in this demanding project.
