Contract notice – general guideline, standard regulation, open procedure (services) coaching of communities in need. The magistrate of the state capital Wiesbaden is advertising the measure “coaching of communities in need” on the basis of Section 16f, paragraph 2, Second Book of the Social Code (SGB II) and the Hessian training and qualification budget (AQB). The aim of the measure is to increase the social participation and professional integration opportunities of long-term unemployed employable benefit recipients (ELB) in communities in need with children in which one or more adults are not employed. The aim is to break the perpetuation of benefit receipt and to develop perspectives for parents and children that lead to professional prospects and opportunities to secure their livelihood for parents and children. One important approach is poverty prevention: By increasing social participation, especially among children, the chances of a successful educational and employment biography are increased, which in turn reduces the risks of receiving benefits. The benefit community should also be supported in organizing help, for example in applying for benefits for education and participation, support in finding a childcare place, referral advice to debt counseling, family card, expanding digital skills, etc. Through the individual professional and social support of the participants who live in a benefit community with children, the adult members of the benefit community should be activated, the compatibility of family and work should be improved and support should be provided with everyday organization, visits to authorities, etc. and, in the best case, work integration should be brought about. The participating parents of the benefit communities should become aware of their role model function and the importance of their social and professional participation for themselves and their children. The participants and their children should be permanently strengthened for integration efforts and activities. It is expected that at least 30% of the participants will be activated by A) making use of accompanying support services (according to Section 16a SGB II) B) leading to the children and young people making use of support services that have a positive effect on their development (e.g. camps, holiday camps, sports activities, preventing training dropouts, professional orientation with regard to training and studies, etc.) C) being referred to targeted, qualifying, labor market-oriented measures D) supporting the community in need financially with a mini-job 2.0. Target groups For the two target groups with funding according to Section 16f Paragraph 2 SGB II and the Aqb, the same services "advice for the community in need", "workshops" and "open meeting" are provided. 2.1. Target group of the funding according to § 16f Paragraph 2 SGB II The measure is aimed at long-term unemployed, employable benefit recipients who live in a community of need with children. This also includes long-term unemployed non-working single parents with children. The target group is characterized by being far removed from the labor market. There are often health, language and domestic barriers to placement. Access to one's own resources has been lost, for example, due to a lack of success. The "family system" is entrenched and needs support in finding a balance between the various, individual steps to improve the situation. Participants with a migration background should have a language level of at least A2 so that they can take part in the workshops. 2.2. Target group of the funding by the Aqb The measure is aimed at employable benefit recipients who live in a community of need with children without regulated childcare and who do not meet the requirements of § 16f Paragraph 2 SGB II. The target group is characterized by being far removed from the labor market and there are often health, language and domestic barriers to placement. Access to one's own resources has been lost, for example, due to a lack of success. The "family system" is entrenched and needs support in finding a balance between the various, individual steps to improve the situation. Participants with a migration background should have a language level of at least A2 so that they can take part in the workshops. Coaching of communities in need. The contract has a term of 12 months. It begins on June 1st, 2025 and ends on May 31st, 2026. There are two further options for extending the contract for a further year each, from June 1st, 2026 to May 31st, 2027 and from June 1st, 2027 to May 31st, 2028. The decision on exercising the right to design the contract extensions (option) is made by the client and is only available to them. An interruption of the provision of services by the contractor beyond the statutory holidays, which also include December 24th and 31st, is only permitted on two days. 3.2 Number of participants, coaching hours, workshops and open meetings, child supervision A total contingent of consultation hours, workshops, open meetings and supervision hours must be made available during the duration of the measure. - A total of 8580 coaching hours are to be offered for the coaching of communities in need, financed from Section 16f Paragraph 2 SGB II and AQB funds. Up to 55 participants will complete the measure. This is made up of 45 participant places with up to 7020 hours financed from Section 16f Paragraph 2 SGB II and 10 participants with up to 1560 hours financed from AQB funds. - An average of four workshops are to be offered per week, which corresponds to 208 workshops per year (of which 139 workshops are financed from Section 16f Paragraph 2 SGB II and 69 workshops from AQB funds). The content of the workshops financed from the AQB can be found under point 5.2. - One open meeting per week is to be offered, that is up to 52 open meetings per year financed from AQB funds. - Up to 2016 hours of supervision are to be offered to supervise the children of participants in need communities, financed from AQB funds. 3.3. Time Scope and Requirements for the Offers The measure will begin on June 1st, 2025. The client aims to fill vacant participant places as soon as possible up to the maximum number of participants. The time scope of the measure for all participants includes: Coaching: Three hours of advice including preparation and follow-up per week. With a term of 12 months, an average of 156 hours of advice are available per participant per year, which can be used flexibly according to the participants' needs. Since a quota of consultations is made available, it is possible to vary the support offered within the various communities in need. Communities in need that temporarily require more support can be given more support. Communities in need with lesser needs can also be advised with fewer consultation hours. This is done in consultation with case management. The total quota of planned consultation hours must not be exceeded. Workshops: Participation in at least one workshop per week with three teaching units (one teaching unit corresponds to 45 minutes) is compulsory for all participants. A workshop takes place if at least eight participants have been registered and invited for the workshop. The training provider plans the workshops monthly in advance and books the participants into the workshops according to their wishes. Workshops that do not reach the planned minimum number of participants are not eligible for funding. Workshops which do not reach the minimum number of participants on the day of implementation, for example due to illness of the participant, can be billed to the client. The reason for the participant's absence is documented by the provider on the participant list. If the funding offer is fully booked, four workshops must be offered per week. If the number of participants in the funding offer falls, the number of workshops must also be reduced and adjusted accordingly. Open meeting: The open meeting should take place weekly with two teaching units, as well as one teaching unit for preparation and follow-up. Attendance at the open meeting is voluntary for participants. Requirements for submitting an offer Proof of ability to pay: Sales in the last three financial years for comparable services in accordance with Section 16 F Paragraph 2 of the Social Security Code II averaged at least €400,000.00 per year. References The minimum requirement for the bidder is three references involving at least 30 participants in one financial year for comparable services in accordance with Section 16 F Paragraph 2 of the Social Security Code II within the last three years. Maximum contract value The maximum contract value is a total of €1,910,000.00. Hoai, as well as some special services and structural planning services in accordance with §§ 51 ff. as well as special services Merzig, replacement new construction and renovation of the barracks drainage system on the Ell, services for object planning, civil engineering structures and structural planning Project description: In accordance with the legal requirements of the Water Resources Act (whg) and the current technical rules, the existing wastewater system on the property is to be "upgraded to The Ell" in Merzig is to be renovated and renewed. The investigations and TV inspections to date have shown some considerable damage to the existing system, which makes comprehensive renovation necessary. A plan of the route can be found in Appendix A-07 to this announcement. Due to the increased safety requirements of the barracks site, planning documents and further detailed information on this will only be made available in the second phase of the procedure. +++ Scope of services: Services for the object planning of engineering structures for the drainage system inside the barracks, a drainage pipe outside and the Rüb in accordance with Sections 41 ff. Hoai Lph 2-9 as well as special services are to be awarded. Furthermore, services for the structural planning in accordance with Sections 49 ff. Hoai Lph 2-6 as well as special services for the Rüb are to be awarded. More detailed information on the services can be found in Appendix A-06. +++ A phased contract is planned. The individual project stages will be called up successively as the project progresses. If the client decides that the project will be terminated after completion of a project stage, no further calls will be made. The contractor has no right to call up further project stages. +++ Project period: Planning for all objects is to begin shortly after the award. April 2025 is currently expected. A total of 30 months are planned for planning and execution of the drain and drainage system. The district committee of the Lahn-Dill district, represented by the building department - schools, is the sponsor of schools according to the Hessian school law. In this capacity, it is planning the renovation of the administration building at the Comenius School in Herborn with a flat roof renovation. The Comenius School in Herborn is a middle school with a focus on career orientation. There are currently around 720 pupils being taught by 61 teachers in 35 classes. 12 career fields are offered as part of the vocational training. The administration building of the Comenius School is a 2-storey structure with a ground floor and an upper floor. On the ground floor there is the cafeteria and various workshops and teaching rooms for the areas of art, clay, wood and 3D printing. On the upper floor is the administration and an auditorium; the reinforced concrete break hall is connected to the existing building. The area to be renovated is around 1,650m² gross floor area for the administration and around 525m² for the break hall. The renovation in question is intended to implement the following measures in the administration building and the break hall: - renewal of the suspended acoustic ceilings, - replacement of existing external windows and doors, as well as internal doors as required (some of these have already been replaced), - floor covering, painting and wallpapering work in the building, - insulation of the facade, - flat roof renovation including thermal insulation, - renovation of the reinforced concrete break hall. Furthermore, as part of the renovation, an elevator is to be installed to provide barrier-free access to the cafeteria and the building services are to be upgraded. If necessary, further measures can be added as required during implementation. These must be agreed with the contracting authority in advance. The existing floor plans of the administration building and a list of the rooms are attached to this document for information and with reference to Section 7 Vgv.
