Contract notice – general guideline, standard regulation Open procedure (services) Support services in connection with the continuation and further development of the Hessenportcontrol specialist procedure Procurement of support services in connection with the continuation... Additional support services in connection with the continuation and further development of the Hessenportcontrol specialist procedure Procurement of support services in connection with the continuation and further development of the Hessenportcontrol specialist procedure Junior operational support employee Hessenportcontrol is a BSI-compliant standard product from HZD that secures and monitors USB interfaces on workstations as a basic component of HessenPC (standard client). It also prevents unauthorized use of mobile devices, protecting workstation systems from uncontrolled loss or leakage of data, and enables central administration of mobile devices approved for use in the state of Hesse. The tasks of junior operational support include the provision of support services, which includes first and second level support. This particularly applies to activities that are implemented using the Drivelock Operations Center (doc). This is used, among other things, to create and adapt customer-specific guidelines, maintain whitelists, and analyze logs. Any queries relating to the interface management of the Hessenpc are recorded in ticket form (remedy) and are to be processed by operations support. During service hours, accessibility for all concerns and questions from the Hessian departments is to be guaranteed. One focus of this activity is error analysis and correction. This is done in coordination with the customer if necessary. If required for the process, the activity also includes change management. This includes both the creation and processing of changes. There are recurring tests after the monthly Windows updates. In addition, acceptance tests are carried out after updates to the Drivelock application. Finally, technical concepts, documentation, and operating manuals are created and maintained to ensure smooth operation and to structure the processes clearly. Implementation requirements If follow-on products are used which have the same or extended functionality but are sold under a different name, the necessary expertise is also expected in relation to the service provided by the follow-on product. Due to the classification of the HZD as a central institution of the state of Hesse and in particular the operation of highly security-relevant police procedures, the people deployed must undergo an extended security screening (ü2) on the basis of the Hessian Security Screening and Classified Information Act (hsüvg). Required profile To fulfill the service, the specialists must have the following basic skills. Professional experience: - At least 2 years of experience with a multi-client interface management tool - At least 2 years of experience with AD group and user management - Experience in operational processes according to ITIL-ITSM, technically supported by an appropriate ticket and change management system (e.g. BMC Remedy) - Experience in the creation and maintenance of technical concepts, documentation and operating manuals - At least 2 years of experience in the administration of the latest Windows Server versions - At least 2 years of experience in the administration of the latest SQL Server versions - Experience with virtual resource management from Server 2019 - At least 1 year of PowerShell knowledge - Experience with conducting and documenting tests The experience mentioned must not be older than 3 years (cut-off date = offer deadline). Senior support employee Operations Hessenportcontrol serves as a BSI-compliant standard product of the HZD for the protection and monitoring of USB interfaces on the workstations as a basic component of the Hessenpcs (standard client). It also prevents unauthorized use of mobile devices, protecting workplace systems from uncontrolled loss or leakage of data, and enables central administration of mobile devices approved for use in the state of Hesse. The senior operations employee's job includes responsibility for 3rd level support, including installation and updating of the application, as well as comprehensive system administration. Due to experience with firewall configurations and the ability to create scripts in SQL and PowerShell, the senior operations employee plays a crucial role in system maintenance and optimization. Close cooperation with other areas, such as virtualization, database management, and other infrastructure departments, is necessary to ensure the smooth operation of the systems. In communication with the manufacturer, the senior operations employee takes on the role of single point of contact (SPOC). Other knowledge and tasks include working with Active Directory user accounts, including AD Forest and Trust, and supporting .NET applications. The senior operations employee supports the operations management with technical issues, for example in the area of penetration tests and security concepts. The position also includes technical testing and support in the creation and maintenance of technical concepts, documentation and operating manuals. Customer requirements are technically checked and accepted. Necessary settings, such as network and AD configurations, are checked for correctness. Resource planning for additional tasks is carried out according to the customer's prioritization. The senior operations employee also acts as an escalation level for second-level support and in this context assumes responsibility for complex and urgent problem cases. Implementation requirements If follow-on products are used that have the same or extended functionality but are sold under a different name, the necessary expertise is also expected in relation to the support provided by the operation with the follow-on product. Due to the classification of the HZD as a central institution of the state of Hesse and in particular the operation of the highly security-relevant police procedures, the people deployed must undergo an extended security screening (ü2) on the basis of the Hessian Security Screening and Classified Information Act (hsüvg). Required profile To fulfill the service, the specialists must have the following basic skills. Professional experience: - At least 5 years of experience with a multi-client interface management tool - At least 5 years of in-depth experience with AD group and user management, including AD Forst and Trust - At least 5 years of experience in scripting - SQL and PowerShell - At least 5 years of experience with databases - At least 5 years of experience in the administration of the latest Windows Server versions - At least 5 years of experience in the administration of the latest SQL Server versions - Experience in resource planning for additional tasks in accordance with the customer's prioritization - Experience in coordinating internal team tasks The experience mentioned must not be older than 3 years (cut-off date = offer deadline). Operations management support in the IT security environment Hessenportcontrol is a BSI-compliant standard product from HZD for the protection and monitoring of USB interfaces on workstations as a basic component of the Hessenpcs (standard client). It also prevents unauthorized use of mobile devices and thus protects workplace systems from uncontrolled loss or leakage of data and enables the central administration of mobile devices approved for use in the state of Hesse. In view of the implementation of the Hessenportcontrol specialist procedure, support services from the management are required. This essentially includes communication with customers and support services with regard to the specialist procedure. This also includes organizational and planning support services with regard to interface management. Customer service should be based primarily on well-founded processes in which customer needs are recognized and appropriately taken into account. This should include comprehensive support, information on rollouts of updates and changes to the specialist procedure and the creation of offers. Proactive exchange is assumed in the event of any ambiguities or questions. In addition, contact should also be maintained with the internal customer management of the various Hessian departments. The support service with regard to the specialist procedure should in particular include the development, review and implementation of test cases. This should also include activities in incident and change management and quality and process management. This can take the form of support services for technical questions for pen tests, security concepts and the like. In addition, the activity should also include the subsequent documentation obligations. In addition, organizational and planning support services with regard to interface management are also required. This includes support with the introduction or modification of the existing IT security product, which includes the analysis, creation and review as well as the documentation of process descriptions and technical concepts. Requirements for implementation With reference to the tasks described in section 5.4.1 of the service description, the HZD requires the deployment of at least two people for operational management support in the IT security environment for the Hessenportcontrol specialist procedure. If follow-up products are used that have the same or extended functionality but are sold under a different name, the required expertise is also expected in relation to the support service provided by the follow-up product.
