The aim of the procedure is to commission a construction logistician who will bring his expertise to the project in a targeted manner and draw up an overall construction logistics concept to accompany the planning and construction, participate in and advise on the updating of the schedule as well as the tendering, awarding and control of smooth construction with regard to construction logistics, supply and disposal including site security. In addition to developing the planning concept, the construction logistician creates a logistics concept (lph 2) from the boundary conditions of the logistical dependencies gathered as part of the basic investigation (lph 1). This concept examines the preliminary planning from his point of view and shows the economic and scheduling consequences from a construction logistics point of view. In the design planning (lph 3), the concept is worked out in line with the selected design variant and backed up with so-called design phase plans. These show the critical paths to be expected from the point of view of the construction logistics assessment in the spatial situation of the construction site in order to be able to take scheduling and economic consequences into account at an early stage in the ongoing planning. In the approval planning (lph 4), the logistics concept with the associated design phase plans is detailed, coordinated and updated to such an extent that, among other things, both the traffic connection of the construction project and the feasibility under fire protection law during the construction phase are clarified. This support for the application documents to be submitted ensures that the final coordination with the approving authorities and institutions and thus the further planning and construction process runs smoothly. In the implementation planning (lph 5), the concept with the associated design phase plans is worked through to a solution ready for implementation. In Lph 6, the construction phase-dependent requirements of the construction site logistics are summarized in the so-called construction logistics manual. The boundary conditions relevant to the area and deadlines are illustrated in the rough phase plans tailored to the service areas. This manual, which can be understood as construction site regulations from the perspective of construction logistics, regulates the course of the entire construction site. After participation in the awarding of the contract (lph 7), the supervision of the construction project follows in the construction phase (lph 8). At the time of this announcement, the project is at the start of service phase 3. A two-stage award procedure is planned for the procurement, i.e. in the first stage there is a participation competition in which the suitability of the applicants is assessed. The applicants selected from the first stage are then invited to submit a tender in a second stage. The client assumes that the cost of applying the CAD guidelines of the city of Offenbach is included in the fee offered. Execution of the two-dimensional hydrodynamic modelling for the Lahn river in the area from the Hessian state border with North Rhine-Westphalia (km 222) to the Hessian state border with Rhineland-Palatinate (km 56) - including preparation of the documents for the procedure for designating the floodplain. The basis for determining the floodplains is to be a two-dimensional hydrodynamic-numerical 2D HN model. A 2D HN model can be used to record flow parameters such as flow velocity and water level. The model is based on the current DGM1 data from the state of Hesse. In addition, sounding data from the Water and Shipping Administration are available for parts of the Lahn. In addition, wet profiles must be collected using a suitable surveying method to provide a representative representation of the river channel and then intersected with the DGM data. In particular, crossing and cross structures relevant to flow must be taken into account in the survey. The model should be able to fully depict the urban areas in the catchment area that are flooded, as well as those in the open countryside. In the middle and upper reaches up to Wetzlar at Hqextrem, the Lahn has a floodplain with widths of up to approx. 2,000 m. In this regard, an average width of approx. 1,000 m with a river length of approx. 166 km and thus a model area of around 166 km² must be covered. The calculation program must be able to reliably depict different discharge conditions with the resulting different spread areas. The boundary conditions required for the calculation are defined in consultation with the client. Time-independent (stationary) flow conditions are planned for the modeling. To assess the sensitivity, a scenario with varying roughness in the vicinity of selected residential areas is to be used. In an alternative scenario, the flood areas for flood waves are to be determined using stationary calculations, taking into account the retention effect of the existing flood retention basins on the tributaries of the Perf, Ohm, Salzböde, Lumda, Kleebach and Ulmbach. The model is to be calibrated using existing hydrological data and, if necessary, past historical flood events. When obtaining data in this regard (photo documentation, water level fixations, etc.), reference must be made to documents held by the Giessen Regional Council - hereinafter referred to as the client (ag). The boundary conditions required for the calculation are defined in consultation with the client. The results of the calculations are used to create the hazard and risk maps in accordance with Section 74 of the Water Resources Act in the Lahn risk area and to create the flood plain maps in accordance with Section 76 of the Water Resources Act.
