The cleaning and inspection of the sewers is part of the tasks that the municipal utilities carry out in accordance with Ekvo. In the period 2024 to 2030, the sewer system of the entire urban area is to be examined. As part of the Self-Monitoring Ordinance (evko) of the state of Hesse, municipalities are obliged to regularly inspect their sewer lines using TV camera inspections and to document the condition of the sewers determined in the process. The site of the Jva is located in the middle of the town centre in a residential area and was created from an old monastery complex from the 18th century. This was converted into a place of detention in 1830, expanded over the years, particularly during the Second World War, to become a prison camp, and in the 1960s it was expanded into the current correctional facility. The course of the old monastery wall, which forms the property boundary in the development plan, is now the high wall of the Jva. The following are currently located on the site (see also the overview plan): - 2 multi-storey cell buildings - 2 workshop buildings - The historic administration building (listed as a historical monument) - A service building for the employment administration (small "villa" of the former monastery, listed as a historical monument) - The gate building - 2 small storage buildings - Smaller extensions for technology - 2 connecting bridges between the cell buildings and the administration building Access to the site is via the "old town" to the north of the gate, with entry control. Visitors must announce their arrival in advance and are accompanied and guided by staff on the site. The task is to renovate and convert the existing drinking water supply in the Dieburg correctional facility. The current system has become very dilapidated due to corrosion and deposits. On the other hand, the fire hydrants and water extraction points must be separated from the water supply, since the operation of water extraction connections for the fire brigade on the existing drinking water supply is no longer permitted according to Section 17 Paragraph 2 of the Drinking Water Ordinance. The modernization affects all buildings in the prison. Implementation must be based on detailed construction planning, since the prison cannot be handed over as a construction site in its entirety. All buildings in the prison will be in use for the entire construction period. The measure is mostly technology-focused, but structural interventions are also required for implementation, which are to be supervised by a project planner. For safety reasons, all existing planning documents, in particular building plans, will only be made available after the order has been placed.

Contract notice - General guideline, standard rule Open procedure (services) Procurement of an Internet uplink including provision of a DDoS mitigation solution The aim of this procurement measure is to procure an Internet uplink with a physical 2*10 Gbit/s bandwidth (port channel) with an estimated average utilization of at least 3,000 Mbit/s to maintain the redundant connection to the Internet for the state of Hesse. The contract is to follow on from the contract with Provider 2 which expires on February 28, 2025 (start: March 1, 2025). In addition, a service from the provider for attack detection and defense mechanisms, in particular for defense against "distributed denial of service" attacks, is to be used (protection of both IPv4 and IPv6 data streams against distributed denial of service attacks as well as DDoS protection at application level; hereinafter: "DDoS"). Use of this service is permanent and the costs depend on the data stream to be protected and the number of network segments and domains/IP addresses to be protected. With regard to the IP subnets to be protected for L3/L4 protection, a requirement for at least one /18 network is expected for IPv4 and a requirement for one /48 network (potentially two /48 networks) for IPv6 during the contract period. Ten subdomains/IP addresses or applications are expected to be required for L7 protection. The provider is also expected to provide consulting and support services, for example with regard to complex issues relating to the BGP protocol or the provision of IPv6 or the DDoS mitigation solution, which are directly related to the services described above. The aim is to conclude a framework agreement for the provision of an Internet uplink, in which the contractor provides an Internet connection for the state of Hesse at a fixed monthly price with a defined consumption volume, as well as for the use of a DDoS mitigation solution from the provider with a minimum term of 24 months and two automatic extensions of 12 months each (max. 48 months). The current provider 1 (plus.line) is excluded from this tendering process for reasons of reliability (requirement for two independent providers). This also applies to any subcontractors with regard to the DDoS mitigation services. The service must primarily be provided at the HZD location in Mainz. It may arise during the term of the contract that the service must be provided in the data center in Wiesbaden. If on-site services become necessary, the requirements regarding the regulations for access to the data center rooms in accordance with clauses 16 and 19 of the framework agreement apply to the contractor's employees. Technical requirements Internet uplink - Internet uplink of 2x 10 Gbit/s physical bandwidth. - The physical bandwidth of 20 Gbit/s must be fully available to the client for use in order to be able to transport peak loads (e.g. in the event of a failover) without any loss of quality. An average utilization during peak working hours of approx. 3,000 - 5,000 Mbit/s with an increasing trend can be expected. - The connection between the contractor's line termination and the Hzd connection router is via fiber optic (2x 10 Gbit/s single mode). - If the contractor has to bring their own connection technology into the HZD data center to provide the Internet uplink, the following conditions apply: - 19"-capable devices for installation in corresponding racks (without intermediate floors), if necessary, suitable installation rails must be supplied - All active devices must have redundant power supplies - All devices are operated in a cold aisle housing - Provision of 2x10 Gbit/s ports - LWL single-mode interfaces for plugging the patch cables to the HZD connection router - The house transfer point is determined by the HZD - The rack space is assigned by the HZD, access to the rack is not provided exclusively for the provider - The contractor provides a transfer network (IPv4/IPv6) for connecting the HZD connection routers - If necessary, it must be possible to transfer the Internet uplink from the Internet gateway in the Mainz data center to the Internet gateway in the To be relocated to the Wiesbaden data center. - The routing must not overlap with that of Provider 1, ideally up to a central exchange node, such as the Decix in Frankfurt. The current handover point of the Provider 1 line is in Wiesbaden. - If the contractor uses a subcontractor to provide the connection line (last mile), this must be named. The contractor guarantees that in addition to IPv4 traffic, it can also transport IPv6 traffic (dual stack) in the same quality and with the same range of functions.
