Due to climate change, such extreme weather conditions are to be expected more and more frequently (see Saarland 2024). In order to be able to ensure the protection and supply of our emergency services, but also the affected population, in such extreme weather conditions at all times, the procurement of a second all-terrain equipment logistics vehicle is necessary. Lot 1 includes the delivery of a suitable chassis. In addition, there are around 90 addresses spread across the entire municipal area that lie between the development boundaries of the individual districts, in the so-called outlying locations. These are predominantly private and agricultural properties, but a smaller number are also municipal properties (e.g. water houses, sewage treatment plants, transformer stations, etc.) and commercial sites (e.g. wind turbines). These addresses are often characterized by their isolated location and large distances from their respective neighbors and only have low bandwidths. The undersupply and thus also the eligibility for funding was proven as part of a market research process. In the course of the commercial expansion, no telecommunications company was able to develop these properties in an economically viable manner. The city of Naumburg now wants to have these outlying locations expanded with broadband connections that guarantee at least a symmetrical supply of 1 Gbit/s. Both the federal and state governments have already promised funding as part of the multi-stage application process as part of the "economic viability gap". A bidder must comply with and fulfill the respective guidelines and requirements of the federal and state approval authorities. An overview of the addresses to be supplied is attached in tabular form and as a plan. The addresses / target points are divided into two lots. Interested bidders will be invited to submit an offer after the end of this competition and if they are suitable. A negotiation procedure follows. As part of the renovation of the “sad ua Sandbach” substation, a new operations building will be built including a 20 kV switchgear and the associated control, protection and instrumentation technology. It will replace the existing 20 kV switchgear house with the existing system, which will be taken out of service at a later date. Location of the system: Höchster Str. 62 64747 Breuberg Lot 2: Delivery, assembly and testing of a metal-encapsulated, gas-insulated 20-kV double-busbar switchgear Delivery, assembly and testing of a 40-field gas-insulated, fluorine gas-free, metal-encapsulated, partitioned 20-kV double-busbar switchgear with vacuum circuit breakers. The busbar measuring fields are included separately in the total number. However, it is possible to integrate the measurement into another field within the busbar section, so that a version without a separate measuring field is also accepted. The switchgear is installed in series. The connection of all external cables is not part of the scope of services. Delivery must take place no later than June 2026, with the immediate start of assembly and testing, which must be completed by October 30, 2026 including acceptance. An earlier delivery date is possible and can be agreed upon with the client.

The construction project involves the construction of a new primary school, as a special two-storey building with basement sections, which will be integrated into a hillside location. Overall, the property is divided into 4 building sections, which are connected to one another via corridors and open staircases. The building will be constructed as a solid reinforced concrete structure across all floors. A vertical, ventilated wooden cladding with integrated, generously sized wooden window bands determines the external appearance. The roof will be designed as a warm roof and will have a gravel covering and will be covered with a PV system. Interior walls will be painted white or, depending on the area, clad in wood cladding to match the external appearance. Suspended ceilings will be closed with a white grid ceiling or light wood wool lightweight panels. A steel-constructed arcade will be built on the west side. The school will be built on the area of the currently used schoolyard next to the existing school building, which will be demolished at a later date. An interim area for the schoolyard will be set up to the north for the construction period. After the new building has been constructed, the existing building will be demolished so that the built density, including the height, is significantly reduced.
