Sources Sought Announcement For Indefinite-delivery, Indefinite-quantity (idiq) Multiple Award Task Order Contract (matoc) For The Us Army Corps Of Engineers (usace) New York District (nan). this Announcement Seeks Information From Industry Which Will Be Used For Preliminary Planning Purposes. No Proposals Are Being Requested Or Accepted With This Announcement. This Is Not A Solicitation For Proposals And No Contract Shall Be Awarded From This Synopsis. No Solicitation, Specifications Or Drawings Are Available At This Time. the Usace, New York District, Is Conducting Market Research To Facilitate A Determination Of Acquisition Strategy For This Procurement. The Determination Of The Acquisition Strategy For This Procurement Lies Solely With The Government And Will Be Based On Market Research And Information Available To The Government From Other Sources. A Market Survey Is Being Conducted To Determine If There Are A Reasonable Number Of Firms, Large And/or Small Businesses, Interested In Performing The Required Work In The Required Locations (see The Projected Workload Chart Below). A Decision As To Whether The Work Will Be Set-aside For Small Businesses (and/or Any Small Business Socio-economic Categories) Is Pending. We Would Like To Hear From Small Businesses, And Other-than-small Businesses, Alike. If You Are Interested In This Work, Please Respond Accordingly. responses To This Source Sought Announcement Will Be Used By The Government To Make Appropriate Acquisition Decisions. agency: United States Army Corps Of Engineers (usace), New York District (nan) naics: 236220, Commercial And Institutional Building Construction place Of Performance: The Matoc(s) Will Be Comprised Of A Pool Of Contractors For Design-bid-build And Design-build Execution Of Construction, Renovation, And Repair Projects At Military And Other Federal Facilities. The Primary Focus Of The Work Will Be, But Not Be Limited To, The Following Locations: Ft Drum/watertown Ny; Watervliet Arsenal/watervliet Ny, Us Military Academy/west Point Ny; The Greater New York City Area; Picatinny Arsenal/dover Nj; And Joint Base Mcguire-dix-lakehurst/burlington County Nj. In Addition, This Matoc May Be Used For Civil Works Projects Within The Ny-nj Bi-state Area. Provided Attached Is A Forecast Of Work Within Nan For Fy’s Fy26 Thru Fy30: acquisition Information: Usace New York District Is Soliciting Interest From Firms, Both Small Businesses And Other-than-small Businesses, For The Following Firm Fixed Price Indefinite Delivery Indefinite Quantity (idiq) Requirement: design-build/design-bid-build Construction Multiple Award Task Order Contract(s) (matoc(s)) For Projects Located Primarily Within The New York District Boundaries. Task Orders In The Range Of Approximately $10m To Approximately $100m May Be Awarded. multiple Matoc Solicitations May Be Issued And Multiple Matoc Pools May Be Awarded. Matocs Will Have A Shared Capacity Amongst All Contractors Within Each Matoc Pool. The Shared Capacity For Each Pool Is Currently Anticipated To Be In The Range Of Approximately $250m To $495m. The Anticipated Number Of Contractors Within Each Matoc Pool Is Unknown Currently. the Anticipated Matoc Duration Is A Five-year (5) Base Ordering Period. The Matoc May Expire After Five (5) Years Or When Capacity Is Reached, Whichever Comes First. scope: The Geographic Scope Of This Contract Includes Primarily The New York District Boundaries But May Include The North Atlantic Division Boundaries. The Technical Scope Of This Contract Will Encompass Design-build And Design-bid-build Projects Including Sustainment, Restoration And Modernization (srm) And New Horizontal And Vertical Construction Projects. It May Also Include A Broad Variety Of Minor Repair, Modification, Rehabilitation, Alterations, And/or Preventive Maintenance For Horizontal And Vertical Construction-type Projects. The Scope Of Work For Horizontal Construction May Include, But Is Not Limited To, Site/civil Development Projects Such As Flood Control, Coastal Remediation, Storm Water Management, Utility Repair/replacement, Firing Range, And Airfield Related Projects. The Scope Of Work For Vertical Construction (primarily Building Renovations And/or New Construction) May Include, But Is Not Limited To, Structural Systems, Roof Systems, Mechanical Systems, Plumbing Systems, Heating, Ventilation, And Air Conditioning (hvac) Systems, Fire Suppression Systems, Fire Alarm Systems, Electrical Systems, Telecommunication Systems, Security And Force Protection, And Associated Civil/site Features (utilities, Storm Water And Wastewater Management, Parking, Roadways, Grading, Landscaping, And Site Security). Task Orders Issued Under This Contract May Also Include Minor Stand-alone Civil/site/infrastructure Projects And The Following Types Of Work Incidental To The Vertical Construction Project: Environmental Abatement (such As Lead Paint Or Asbestos), General Earthwork, Miscellaneous Interior/exterior Elements, System Testing, Building Commissioning, Leed, Lid, Eisa, Epact, And Historical Building Renovations. submission Requirements: the Purpose Of This Sources Sought Is To Gain Knowledge Of Interest, Capabilities, And Qualifications Of Various Members Of Industry. The Government Must Ensure There Is Adequate Competition Among Potential Pools Of Responsible Contractors. Prior Government Contract Work Is Not Required For Submitting A Response Under This Sources Sought Announcement. Interested Prime Contractors Only Should Submit A Capabilities Package To Include Qualifications And Up To Five (5) Project Examples Of Experience In Performing The Work Requirements Similar To Those Stated Above With The Primary Focus Being On Execution Of Design-build And Design-bid-build Vertical Construction Projects. the Anticipated Matoc Task Order Range Is $10m-$100m For Comparable Work. The Government Reserves The Right To Change Anticipated Task Order Limits: offeror's Response To This Notice Shall Be Limited To Ten (10) Pages And Shall Include The Following Information: 1. General Information: a. Firm Name b. Firm Address c. Cage Code d. Naics (list All Naics Under Which Your Firm Is Registered) e. Responsible Point Of Contact f. Small Business Classifications (indicate All Applicable Classifications, Including Small Business, Hubzone Small Business, Small Disadvantaged Business, Service-disabled Veteran-owned Small Business, Woman-owned Small Business, Minority, Native American Small Business) g. Identification Of Joint Ventures (business Name, Business Size And Cage Code Of Jv); 2. Your Firm's Interest In Submitting A Proposal In Response To The Solicitation(s) When It Is Issued; 3. Proof Of Performance And Payment Bonding Capacity That The Company Could Attain For The Proposed Contract; 4. Please Identify If, And Where, Your Firm Is Most Capable And Interested In Working, From The Geographic Areas Referenced Above; 5. At Least One (1) Project Must Be A Design-build Project Or Include Some Design Aspects. With Each Project Experience Provided, Include The Date When The Project Was Completed Or Will Be Complete, Location Of The Project, Contract Amount, Square Footage (if Applicable) Of The Project, And Whether The Project Was Design-build (d-b) Or Design-bid-build (d-b-b). For D-b Indicate The Designer Of Record And Scope Related To Their Effort On The Project.
