The purpose of this Tender is to request proposals for: 1. Managed Service (Lot 1), 2. 24/7 remote technical support (Lot 2) from the prospective Vendors whose employees or consultants are experienced and have sufficient knowledge in the technology underlying IFAD Client Portal (ICP). An overview of ICP, its functionality, user-base, infrastructure and software architecture are provided in Section ‘About ICP’, whereas the requirements of the tender are detailed in Sections Lot 1 and Lot 2 of this document. A detailed description of the infrastructure and software architecture can be found in Appendix 1 and 2. According to interest, prospective Contractors can submit proposals for any of the combined lots or only for one of them. IFAD reserves the right to award the contracts as a result of the tender in any combination of the Lots it deemed appropriate and in its interest. The Managed Service and Remote Technical Support contracts will have a duration of five years. The latest start date of the Managed Service and Remote Technical Support contracts is 5 December 2020, but the engagement will have to commence four weeks before this date to allow a handover from the current Contractor.

1. SERVICES TO BE PROVIDED: 1.1. The “Contractor” shall provide an upgrade of the current CCTV system, replacing, relocating, supplying, and installing up to Thirty (30) externally located IP video cameras and applicable hardware, software, housing and cabling in accordance with the information provided. The upgrade will deliver cameras that are compatible and integrate with IFAD’s existing Video Management and Analytics Software (VMAS) "Milestone" and provide preferably improved or at minimum equal capability of the cameras already linked to IFAD’s "Milestone" system. Additionally, ongoing support and maintenance of the system is required throughout the lifecycle of the system; 1.2. The International Fund for Agricultural Development (IFAD) seeks a reputable consulting firm/ consortium to undertake a survey and a qualitative analysis within Sarlahi and Rautahat districts, Nepal, as part of the Joint Programme for Accelerating Progress towards Rural Women’s Economic Empowerment (JP RWEE). These quantitative and qualitative assessments will be used to for the end of project evaluation and to measure aspects of women (and men’s) economic empowerment vis-a-vis a control group. The level of effort required for these responsibilities is estimated at 4 months. Starting date will depend on the current COVID19 scenario, in compliance with Nepal national regulation on internal movements and social distancing. Sierra Leone
The Agricultural Value chain Development Project (AVDP) will be nation-wide in Sierra Leone and have a project duration of six years with an overall financing envelope of around USD 80 million in international financing from the International Fund for Agricultural Development (IFAD) and co-financing partners. Project start-up is planned for early October 2019. In order to implement the project, it is planned to recruit qualified personnel for AVDP PMU. Recruitment is a delicate activity whose results inevitably condition the achievement of the objectives of any organisation. One of IFAD priorities in 2019 is assessing its decentralized business model and its current resources, benchmarking with other International Financial Institutions (IFI) and United Nations (UN) organisations to complete a gap analysis and right sizing exercise to ensure it has the adequate human capital, skills mix and innovation capacity to respond to its current and future challenges. IFAD is seeking an external Contractor with human capital, business processes, budgeting, organisational development and change management expertise to partner primarily with the Human Resources Division (HRD) and other in-house stakeholders including the Office of Strategic Budgeting (OSB) and the Change, Delivery and Innovation unit (CDI) to conduct an IFAD-wide right sizing exercise. The Contractor will also advise on best practices to enhance human resources management at IFAD overall. Expertise will include knowledge of the development and food security context, as well as knowledge of the UN and IFI arena, including competition for resources available in the public aid system.
