In most African countries, there is a high degree of competition over the use of land for different purposes. The interests of various actors often clash, such as interests of investors with those of small-scale farmers. In order to guarantee the livelihoods of small-scale farmers and marginalized groups like ethnic minorities, respected rights for the use of and the access to land are of key importance. Often these are fostered through the development and implementation of appropriate land policies. In 2006, the African Union (AU) established the African Land Policy Centre (ALPC), which aims at improving land policies in a regional context. To this end, ALPC dedicated one of its programmes to capacity development of stakeholders in the land sector in Africa and initiated the Network of Excellence on Land Governance in Africa (NELGA). To support this initiative, the BMZ/GIZ through the Strengthening Advisory Capacities for Land Governance in Africa program since 2014 provides human, technical and financial resources to ALPC and NELGA nodes towards an improved land governance landscape in Africa. NELGA is a network of over 70 African universities in over 30 countries which seeks to enhance land governance capacities in support of land policy development, implementation and monitoring. NELGA contributes to the implementation of the "AU Agenda on Land" through formal training and education, research and analysis, and monitoring and evaluation of land policy in order to address land related challenges that hamper Africa"s transformation agenda for inclusive growth and broad-based development (Agenda 2063, 33126-doc-framework_document_book.pdf (au.int) ). Among others, this is achieved through conducting applied research on land issues pertinent to the AU Agenda on Land. It is imperative that research addresses key questions emanating from land policy and governance programmes across Africa, firstly, to develop much needed evidence, secondly, to provide lessons learnt and best practices for refinement and development of more responsive land governance initiatives and programmes. In addition, it is important that research makes its way into policy dialogues for recognition and action. Furthermore, NELGA seeks to develop capacities of NELGA members with the aim of a harmonised and up-to-date knowledge base on different aspects of land governance. NELGA also wants to foster an enabling and supportive environment for land governance on the continent. Thereto, NELGA rolls out a myriad of complementary actions and services towards creating and amplifying knowledge, ensuring that research findings effectively make their way into policy dialogues. NELGA members are asked to understand contemporary yet context-specific policy processes and tools, to amplify their voice in Africa"s land dialogue, to promote research findings and best practices, and to foster spaces for dialogue with diverse stakeholders across media to private sector. The economic nuances demand engagement with private sector actors as strong influencers in land governance. Understanding their communication needs is pivotal as this will ensure a more collaborative effort between research and investment decisions in creating an enabling a sustainable economic landscape for Africa. NELGA should be enabled to carry out research that informs policy and practice in land governance. NELGA may achieve this best through facilitating research that addresses the knowledge needs of policy makers and decision makers in both the public and private sectors, and through actively engaging the research end users in order to increase the probability of research uptake. NELGA should also share knowledge on best practices within the network and share research findings with the wider research community and general public so as to improve accessibility of research on land governance and increase its evidence base.

The project advises the Ministry of Finance (MoF) including its subordinate authorities and key actors fostering the implementation of the 2030 Agenda on technical and strategic issues. Moreover, it hosts a non-state actors" platform (SDGs4All) on the 2030 Agenda with the objective to increase the evidence-based participation of non-state stakeholders in the policy making. It works in four fields of intervention: 1) Improving Public Internal Financial Control (PIFC) mechanisms (EU negotiation chapter 32 ); 2) Advancing the fulfilment of PFM-relevant EU negotiation chapters (namely 16, 17, 18, 29, 33); 3) supporting public institutions in exercising their roles regarding the 2030 Agenda implementation; and 4) supporting evidence-based participation of non-state actors in national and local 2030 Agenda monitoring. The Module Objective reads: "Serbia has implemented key reform steps within the EU negotiation cluster 1 in the area of public finances and the 2030 Agenda". It will be achieved thorugh interventions in four outputs, two of which (Output 1 and 2) directly relate to PFM reforms while Output 3 and 4 relate to pursuing the 2030 Agenda for Sustainable Develpoment in Serbia (not displayed here). The objectives of two PFM-relevant Outputs (1 and 2) read as follows: Output 1: Strengthening Internal Financial Control In Serbia's internal financial control system, internal audit and budget inspection work more effectively. Output 2: Strengthening the functioning and efficiency of the PFM System Based on progress in relation to negotiation Cluster 1 "Fundamentals", Chapters 16, 17, 18, 29, 33 and the 2030 Agenda, the public finance system is more effective. Thus the project"s support activities will expectedly focus on, but not necessarily be limited to: Financial Control, Budget Management, Domestic Revenue Mobilisation, EU rapprochement and cross-cutting issues (such as organizational development, human resources management - HRM, Soft skills development, project management, digitisation of the administration, "Green PFM issues" e.g. green budget tagging, public participation/citizens engagement, gender/LNOB).

Over the last two decades, Iraq has witnessed a complex multitude of crises. Three distinct violent conflicts, the US-led invasion in 2003, the 2007 insurrection and finally the intense warfare related to the emergence (2014) and liberation (2017) from the so-called Islamic State (IS) have destroyed not only physical infrastructure necessary for education and training but undermined opportunities for livelihoods throughout the country and have harmed social cohesion as a whole. The governorate of Anbar is one of the areas most affected by destruction and displacement. While Anbar"s rural areas have a rich history of agricultural production, the urban centres have been known for their excellence in skilled crafts and trades, especially in the construction sector. However, the recent wars have negatively affected the framework conditions for business and disrupted the market, resulting in a standstill for companies and industries in these sectors, which undermines the opportunities for employment and entrepreneurship in these crafts. The resulting unemployment affects women and youth, with approximately 43 percent neither in work nor in education or training. Moreover, the destruction has impacted private houses, roads, electricity networks, water pipes, schools and hospitals. Reconstruction of private and public infrastructure remains stalled, which puts additional strains on the social cohesion in the communities and further undermines the trust in local administrations. The resulting poor living conditions remain a hindrance to finding sustainable and durable solutions for the return of displaced people as well as host communities. BMZ has commissioned GIZ with implementing the German contribution to the "Assisting Reconstruction and Improving Living Conditions in Anbar" (ARILA) project, which is implemented in cooperation with the Iraqi Ministry of Planning. ARILA aims to improve the conditions for improved livelihoods in the three eastern Anbari districts of Heet, Ramadi and Fallujah and assist their post-conflict transition towards sustainable economic development and to support lasting structural change. The commission is funded via BMZ"s funding line for Transitional Development Assistance (TDA) that bridges the humanitarian response with long-term technical cooperation efforts. The ARILA project contains three interlinked components: restoration and rehabilitation of basic services, strengthening of citizen-state relationships and improving livelihood opportunities through vocational education and business support in the non-agricultural field. The project coordinates closely with the local authorities and administrations in Anbar, especially with the Governor"s Office, municipalities, and line directorates, such as the Directorate of Labour and Social Affairs. To restore and strengthen relationships between the local population and state administrative structures, ARILA will combine reconstruction and rehabilitation of key basic service infrastructure with capacity building for the administrations on participatory decision making and by advising on sustainable delivery of public services and maintenance concepts. The role of women"s opportunities for participation will be particularly supported. Moreover, ARILA supports the Anbari populations" access to livelihood and employment opportunities by strengthening local vocational and job-skills training providers as well as supporting start-ups and entrepreneurs to scale their businesses. ARILA"s implementation in this regard is guided by the assumption that a solidly educated local labour force in Anbar can fill the vacancies created by scaled businesses resulting in income generation and business growth.

ProMOVIS - Promoting Inclusive and Sustainable Urban Mobility in Colombia Improving the conditions required for the implementation of sustainable urban mobility in Colombia Overview Colombia is the fifth country with the highest production of greenhouse gas emissions (GHG) in Latin America and the transport sector contributes to 36% of national GHG emissions derived from energy consumption. The country"s goal is to reduce 51% of GHG emissions by 2030. Mobility is a critical element to improve people's lives and achieve sustainable and competitive cities. Despite the development of modern Bus Rapid Transit (BRT) systems, public transport loses approximately 2% of passenger volume each year in larger cities. This trend has increased, due to the reduction in the use of mass public transport following the COVID-19 pandemic, along with high motorization rates. Also, even though bicycle commuting has increased in recent years from several national and local policies implementations, it remains at a 4-10% of the modal share, thus leaving potential for further growth. Our goals ProMOVIS, funded by the German Federal Ministry of Economic Cooperation and Development, BMZ, and implemented by GIZ builds solutions that allow both decarbonizing urban mobility in Colombia and improving access, capacities, and service level for sustainable and inclusive urban mobility development. By promoting zero- and low-emission transport, the project contributes to implementing the Paris Agreement and achieving the national goals set out in the NDCs, the National Development Plan, and other policies. Working on a cooperative environment at a national and city levels, ProMOVIS aims to support the implementation of policies, strategies, platforms, capacities and innovative pilots on sustainable urban mobility. Approach ProMOVIS key activities include: - Improving the technical and regulatory framework and promoting financial tools for sustainable urban mobility at national level. - Strengthen the institutional capabilities of mediums cities stakeholders on sustainable mobility and implementing pilots to improve public transportation, promote active mobility, generate and manage demand towards low carbon modes, use digitalization tools and other mobility solutions. - Generate capacities on urban mobility to provide both, public administrations, and private actors with sufficient resources to implement sustainable urban mobility applications. - Strengthen the coordination mechanisms and develop communications strategies to share practices on sustainable mobility. Accordingly, ProMOVIS intends to build over the larger objective to build urban environments to generate better living conditions and face the challenges of climate change, as part of the urban development portfolio commissioned by its donor to GIZ in Colombia, which include the work of C40 Cities Finance Facility on urban development and the project PREVEC to promote circular economy, all of them integrated under the knowledge exchange platform "CONVERSAPOLIS". The project is tightly integrated with BMZ's Transformative Urban Mobility Initiative (TUMI) network and is part of the MobiliseYourCity alliance on sustainable urban mobility. In Colombia, ProMOVIS collaborates with other transport and mobility projects, sharing experiences and building over their experiences worldwide and in Colombia, like the TUMI E-bus Mission, the GAP Fund Initiative funded by the European Bank of Investment and the World Bank, building a business plan to facilitate the transition of school buses fleets in Bogota and IKI IMPROVE (funded by BMUV) to support regulatory tools for transport efficiency and decarbonization. Regionally, the work has constant exchanges with Euroclima, funded by the European Unión and peer projects in México, Brazil, Perú, Ecuador and Chile.

Managing events in different countries for Start-ups in the AgTech and FoodTech sector GIZ implements the project "Scaling digital agriculture innovations through start-ups" (SAIS) on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ). The purpose of SAIS is to increase the investor readiness of selected African start-ups in the food- and agTech sector that are about to scale. The German Federal Ministry for Economic Cooperation and Development (BMZ) has commissioned the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH to implement the project: "Promotion of Technical Vocational Education and Training" (ProTVET III) in Namibia. The project assists the Namibian Government through the Ministry of Higher Education, Technology and Innovation (MHETI), the Namibia Training Authority (NTA) and the Namibia University of Science and Technology (NUST) in their endeavours to improve the performance of the Technical Vocational Education and Training (TVET) sector. The focus of the project is to enhance the efficiency of governance processes, to work with ten TVET centres in their alignment with local industry and to support the TVET department of the NUST in improving the training of trainers and research of the sector. For this purpose, the project is divided into three areas of activity: 1. The first field of activity aims at strengthening regulatory and steering functions within MHETI and its downstream institutions to ensure the TVET system is more efficient at the macro level. Close partnerships with the TVET Directorate of MHETI, the NTA, and participation formats with the business sector are critical. The project provides expert advice on optimising central governance processes based on the revised TVET Policy, strengthening the effectiveness of Industry Skills Committees, and preparing a new framework for governance and management of public TVET centres. Additionally, technical advice on strengthening the regulatory framework and quality management of dual apprenticeships is rendered. 2. The second field of activity is on expanding the provision of labour market oriented TVET. In line with a new strategy for centres of excellence and the revised TVET Policy, ten training providers are supported regarding enhanced self-governance, sustainable management of the institutions and labour market orientation. This is realised through the support of work-integrated learning, industry attachment of trainers, and capacity development measures for TVET management personnel, trainers, and industry mentors. The project also strengthens digital approaches and offers at the ten TVET institutions. 3. The third field of activity aims to strengthen the institutional capacity for gender-responsive education and training of TVET personnel at the NUST. The project supports the TVET department in cooperation with centres of excellence to provide practice-oriented education and training for TVET trainers and managerial staff and to implement applied TVET research projects. This increases the number of trainers in the TVET system, especially women, who meet the competence standard for TVET personnel. A short-term consultancy pool with a coordinator position is tendered to support the implementation of the project. Short-term experts are needed for all three fields of activity of the project to assist with national and international technical advice on policy development, industry alignment, e-learning and training of trainers.
