"Green private sector development and economic policy advice in Uzbekistan" The economic reforms implemented in Uzbekistan since the end of 2016 show a number of successes. Nevertheless, economic development lags far behind the country's own expectations of comprehensive and sustainable industrialisation. The share of the manufacturing sector in Gross Domestic Product (GDP) is steadily declining, from 21.3 % (2015) to 19.7 % (2019). Although the manufacturing sector could generate large employment effects, the share of employment in manufacturing has fallen steadily over the past 15 years to 9 % and remains at this level. The Uzbek economy is thus unable to provide sufficiently good employment opportunities for the rapidly growing population. Women make up 44 % of the industrial workforce, but are mostly employed in low-wage sectors such as textile production. The government of Uzbekistan tries to promote industrial development with various initiatives such as industrial clusters, parks and zones. The Green Economy Strategy 2030 and the Industrial Development Strategy 2030 are core areas of the National Development Strategy 2022-2026, which places great emphasis on the industry as a driver of economic development and the introduction of green technologies to improve energy efficiency and reduce CO2 emissions. Uzbekistan lacks strategic orientation and targeted promotion of industrial enterprises. The reason for this is the insufficient personnel and operational capacities of relevant public sector actors for industrial policy. There is a lack of capacity of vocational education and training institutions to provide necessary skilled labour as well as a lack of demand-driven Business Development Services (BDS) to increase the competitiveness and value addition of the industrial sector that could make a significant contribution to economic development. The project "Green private sector development and economic policy advice in Uzbekistan" (hereinafter the Project) is funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. The Project supports Uzbekistan in its efforts to promote green industrialisation and to thereby introduce energy- and resource-efficient production processes and create the conditions for a long-term decoupling of economic development and the use of natural resources. The Project consists of four interconnected outputs: Output 1 aims to strengthen the human and operational capacities of relevant public sector actors for industrial policy. Under this Output, the Project cooperates closely with relevant ministries and other state bodies. Output 2 aims to reinforce the private sector's technical capacities to implement more sustainable production in the industrial sector. Also, the Project plans to develop pilot concepts for the transformation of two industrial zones into Eco-Industrial Parks. Output 3 aims to promote demand-oriented Business Development Services to increase the competitiveness of companies in selected "future-oriented manufacturing sectors". The Output foresees piloting four support schemes to boost competitiveness and promote cooperation between industrial companies, research institutions, and universities. While the Project is open to working with companies of every size under this output, it is interested in particularly promoting Small and Medium Enterprises (SME). Output 4 aims to increase cooperation between European and Uzbek companies in the field of green industrialisation and to strengthen future-oriented sectors, which is expected to increase investments in these fields. The cooperation projects between European and Uzbek companies are initiated through the developPPP Service Centre. The Project is commissioned for three years (12/2022 - 12/2025) with a total budget of EUR 9 million.

The Government of India has set for itself an ambitious target of achieving carbon neutrality by the year 2070. As per estimates, India will need 1,689 GW of solar capacity by 2050 and 5,630 GW of solar capacity by 2070 to achieve this target. However, two major challenges have to be overcome if these targets are to be achieved: - Presently, the major contributors for solar photovoltaic (PV) installations across India are ground-mounted and rooftop projects. Given that the availability of suitable roof-space is limited, and land is becoming increasingly scarce in India, these conventional methods of solar PV installations will not be sufficient to meet the targets. - Additionally, land use for energy generation is increasingly facing competition from other social economic usages directly affecting natural habitats and ecosystems. There is also a growing concern with regards to the scarcity of utilizable land, allocated for solar projects. This necessitates the need for exploring new innovative technology solutions for solar PV projects in India. Thus, the Ministry of New and Renewable Energy (MNRE) in cooperation with GIZ is supporting the promotion of land-neutral and dual-use New & Innovative Solar Applications (NISA) across India. With MNRE, GIZ has shortlisted the following 7 New and Innovative Solar PV applications for further proliferation. - Agri PV - Canal Top PV - Urban PV - Road PV - Floating PV - Building Integrated PV - BIPV - Rail PV Under a separate activity, the GIZ project team has assessed the potential of the above-mentioned NISA across India by developing an online atlas (Solar Technology Application Atlas of India - STAAI), that serves as a web-based knowledge portal and an online interactive calculator for various NISAs. Additionally, the GIZ project team under its "RE Cities" activity supported four cities (Amritsar, Ayodhya, Gandhinagar and Thiruvananthapuram) for their development as 100% RE cities. Under this activity, the GIZ project team developed Energy Action Plans (EAP) and 100% RE roadmaps for the cities. Additionally, by proving the implementation support, the project team supported the proliferation of distributed solar PV systems within the cities. Considering its existing cooperation with the city stakeholders, GIZ in coordination with MNRE is releasing this services tender for providing consultancy and implementation support for the promotion of New and Innovative Solar PV Applications and development of capacity expansion plans in the eight cities across India.

Program´s overview: PazDiversa is a comprehensive program aimed at promoting sustainable and inclusive peace in Colombia by strengthening the capacity of state institutions and civil society organizations to implement specific gender measures from the peace agreement with an intersectional approach. The program started in February 2023 and has identified three key areas of action to achieve its objectives. Firstly, by bolstering the political participation of women and LGBTIQ+ individuals, the program seeks to promote their inclusion in decision-making processes related to the implementation of gender-specific measures in the Peace Agreement. Secondly, by transforming local socio-economic conditions, the program aims to empower the actors of civil society by providing them with the necessary skills and resources to participate in the implementation process with a focus on rural reform. Finally, by providing training to counter unequal power relations and discrimination, the program aims to enhance the capabilities of institutions and civil society organizations to address gender-specific challenges. The program recognizes the crucial role that an intersectional approach plays in achieving gender equality and reconfiguring power relations. PazDiversa aims to ensure that gender-specific measures are implemented in a manner that is sensitive to the different experiences of individuals and groups. This approach considers the multiple and intersecting identities and experiences that individuals may have, and how they shape their blossom in terms of access to resources and opportunities. The program is currently being implemented in Norte de Santander, Caquetá, Florencia, and Meta, with a coordination office in Bogotá. Moreover, the program incentivizes partnerships with the public and private sector to promote economic autonomy for women and LGBTQ+ social actors.

Lebanon faces major challenges in its efforts to improve wastewater management. Although the Lebanese Government is seeking to add to or complete unfinished systems and put them into operation, the requisite legal, financial, institutional, and organisational framework for sustainable wastewater management is currently not in place. Financed by the Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, the "Enhancing Water Resource Management" (WAMA) project"s objective is therefore that: "The foundation has been laid for improving the legal, financial, institutional, and organisational framework for wastewater management". The project has a three year duration from April 2022 until March 2025 and an overall budget of 6 Mio. EUR. The Lebanese Ministry of Energy and Water (MoEW) is the project"s political partner. The four regional water establishments" financial and technical resources are inadequate to carry out wastewater management, as they suffer unreliable public power supply (and prohibitively expensive private alternatives), insufficient and underqualified personnel, and tariffs (both fees and collection rates) that do not meet a fraction of operating costs. They thus have been hesitant to take over the operation of wastewater systems which are currently partly operated by the Council for Development and Reconstruction (CDR) or Municipalities. The project"s components have been defined as follows: - Piloting energy-efficient sludge management in one selected wastewater treatment plant - Improve the conditions for increasing technical and financial capacities of one water establishment - Improve conditions of the four water establishments to assume responsibility for wastewater collection and treatment - Increase Lebanese participation in outreach activities

ProMOVIS - Promoting Inclusive and Sustainable Urban Mobility in Colombia Improving the conditions required for the implementation of sustainable urban mobility in Colombia Overview Colombia is the fifth country with the highest production of greenhouse gas emissions (GHG) in Latin America and the transport sector contributes to 36% of national GHG emissions derived from energy consumption. The country"s goal is to reduce 51% of GHG emissions by 2030. Mobility is a critical element to improve people's lives and achieve sustainable and competitive cities. Despite the development of modern Bus Rapid Transit (BRT) systems, public transport loses approximately 2% of passenger volume each year in larger cities. This trend has increased, due to the reduction in the use of mass public transport following the COVID-19 pandemic, along with high motorization rates. Also, even though bicycle commuting has increased in recent years from several national and local policies implementations, it remains at a 4-10% of the modal share, thus leaving potential for further growth. Our goals ProMOVIS, funded by the German Federal Ministry of Economic Cooperation and Development, BMZ, and implemented by GIZ builds solutions that allow both decarbonizing urban mobility in Colombia and improving access, capacities, and service level for sustainable and inclusive urban mobility development. By promoting zero- and low-emission transport, the project contributes to implementing the Paris Agreement and achieving the national goals set out in the NDCs, the National Development Plan, and other policies. Working on a cooperative environment at a national and city levels, ProMOVIS aims to support the implementation of policies, strategies, platforms, capacities and innovative pilots on sustainable urban mobility. Approach ProMOVIS key activities include: - Improving the technical and regulatory framework and promoting financial tools for sustainable urban mobility at national level. - Strengthen the institutional capabilities of mediums cities stakeholders on sustainable mobility and implementing pilots to improve public transportation, promote active mobility, generate and manage demand towards low carbon modes, use digitalization tools and other mobility solutions. - Generate capacities on urban mobility to provide both, public administrations, and private actors with sufficient resources to implement sustainable urban mobility applications. - Strengthen the coordination mechanisms and develop communications strategies to share practices on sustainable mobility. Accordingly, ProMOVIS intends to build over the larger objective to build urban environments to generate better living conditions and face the challenges of climate change, as part of the urban development portfolio commissioned by its donor to GIZ in Colombia, which include the work of C40 Cities Finance Facility on urban development and the project PREVEC to promote circular economy, all of them integrated under the knowledge exchange platform "CONVERSAPOLIS". The project is tightly integrated with BMZ's Transformative Urban Mobility Initiative (TUMI) network and is part of the MobiliseYourCity alliance on sustainable urban mobility. In Colombia, ProMOVIS collaborates with other transport and mobility projects, sharing experiences and building over their experiences worldwide and in Colombia, like the TUMI E-bus Mission, the GAP Fund Initiative funded by the European Bank of Investment and the World Bank, building a business plan to facilitate the transition of school buses fleets in Bogota and IKI IMPROVE (funded by BMUV) to support regulatory tools for transport efficiency and decarbonization. Regionally, the work has constant exchanges with Euroclima, funded by the European Unión and peer projects in México, Brazil, Perú, Ecuador and Chile.

In most African countries, there is a high degree of competition over the use of land for different purposes. The interests of various actors often clash, such as interests of investors with those of small-scale farmers. In order to guarantee the livelihoods of small-scale farmers and marginalized groups like ethnic minorities, respected rights for the use of and the access to land are of key importance. Often these are fostered through the development and implementation of appropriate land policies. In 2006, the African Union (AU) established the African Land Policy Centre (ALPC), which aims at improving land policies in a regional context. To this end, ALPC dedicated one of its programmes to capacity development of stakeholders in the land sector in Africa and initiated the Network of Excellence on Land Governance in Africa (NELGA). To support this initiative, the BMZ/GIZ through the Strengthening Advisory Capacities for Land Governance in Africa program since 2014 provides human, technical and financial resources to ALPC and NELGA nodes towards an improved land governance landscape in Africa. NELGA is a network of over 70 African universities in over 30 countries which seeks to enhance land governance capacities in support of land policy development, implementation and monitoring. NELGA contributes to the implementation of the "AU Agenda on Land" through formal training and education, research and analysis, and monitoring and evaluation of land policy in order to address land related challenges that hamper Africa"s transformation agenda for inclusive growth and broad-based development (Agenda 2063, 33126-doc-framework_document_book.pdf (au.int) ). Among others, this is achieved through conducting applied research on land issues pertinent to the AU Agenda on Land. It is imperative that research addresses key questions emanating from land policy and governance programmes across Africa, firstly, to develop much needed evidence, secondly, to provide lessons learnt and best practices for refinement and development of more responsive land governance initiatives and programmes. In addition, it is important that research makes its way into policy dialogues for recognition and action. Furthermore, NELGA seeks to develop capacities of NELGA members with the aim of a harmonised and up-to-date knowledge base on different aspects of land governance. NELGA also wants to foster an enabling and supportive environment for land governance on the continent. Thereto, NELGA rolls out a myriad of complementary actions and services towards creating and amplifying knowledge, ensuring that research findings effectively make their way into policy dialogues. NELGA members are asked to understand contemporary yet context-specific policy processes and tools, to amplify their voice in Africa"s land dialogue, to promote research findings and best practices, and to foster spaces for dialogue with diverse stakeholders across media to private sector. The economic nuances demand engagement with private sector actors as strong influencers in land governance. Understanding their communication needs is pivotal as this will ensure a more collaborative effort between research and investment decisions in creating an enabling a sustainable economic landscape for Africa. NELGA should be enabled to carry out research that informs policy and practice in land governance. NELGA may achieve this best through facilitating research that addresses the knowledge needs of policy makers and decision makers in both the public and private sectors, and through actively engaging the research end users in order to increase the probability of research uptake. NELGA should also share knowledge on best practices within the network and share research findings with the wider research community and general public so as to improve accessibility of research on land governance and increase its evidence base.

Education is one of the key drivers for economic development in Egypt. Especially, sound Technical and Vocational Education and Training (TVET) contributes to the provision of skilled and qualified workers to the labour market. Therefore, a comprehensive TVET system has a positive impact on economic growth and the productivity of enterprises. Emphasizing this importance of TVET, Article 20 of the Egyptian Constitution of 2014 stipulates: "The state commits to encourage and develop technical education and professional training and expands all types thereof in accordance with the international quality standards and in line with the needs of the labour market." Considering the above, the Egyptian Ministry of Education and Technical Education (MoETE) in cooperation with the stakeholders has formulated Technical Education reform project (TE 2.0) aiming at transforming the TVET system to an inclusive and high-quality technical education with life-long learning opportunities in accordance with international quality standards. The Technical Education reform project focuses on the following pillars: quality assurance, curricula development, further education of vocational training staff, engagement of the private sector in TVET and improving the social perception of TVET. To achieve these goals, the Ministry seeks to establish Centers of Competence (CoCs), which have a sectoral focus, and which are aiming at developing their respective occupational sector. Within these CoCs the Ministry shall cooperate closely with a group of Private Sector Partners on these occupational sectors, in coordination with an entity that represents this sector. The project "Technical Support for the Comprehensive Technical Education Initiative" is supporting the MoETE in implementing the reform TE 2.0. It therefore aims at improving the systemic framework conditions for dual vocational education and training in accordance with the TE 2.0 reform. The project contributes to five outputs: 1. It lays the foundations for an independent quality assurance and accreditation system in technical education 2. It supports in advancing the systematic involvement of the private sector in technical education in selected sectors. 3. It aims at applyin new quality standards in the education and further training of TVET personnel. 4. It strengthens the effectiveness of the dual TVET governance structure at national and regional levels. 5. It supports in improving the conditions for accreditation in line with the new quality standards and guidelines at selected TVET schools. This tender primarily aims at implementing activities in output 2 and 3.

The multi-donor (BMZ, EU, SDC) partnership programme with the Republic of Mozambique "Good Financial Governance, implemented by GIZ, will shortly be entering its third phase as "Boa Governação Financeira 3" (BGF 3) starting in October 2023. The project has a commission value of 21,5 million EUR and will run until September 2026. The focus is on the improvement of the system of municipal governance in terms of citizen-centred service delivery, financial sustainability and accountability. In this context, BGF 3 is tendering out comprehensive work packages associated with support to external financial control, public service human resource management and capacity development.
