The Knowledge Hub for Human development will be established to ensure access to international expertise and EU know-how for the effective implementation of EU commitments in a number of thematic areas under the People chapter of the Global Europe instrument, including the human rights based approach. The overall objective of this action is to increase the benefits for the target population, including women, of the human development aspects of our programmes at global, regional and country level. Its specific objective is to increase the effectiveness of the human development aspects of EU programmes at global, regional and country level. This procedure will be divided in 3 lots: Lot 1 - 'Knowledge Hub for expertise on Gender equality, Disability and Human Rights Based Approach (HRBA)'; Lot 2 - 'Knowledge Hub for expertise on Health, Social Protection and Socio-Economic inequalities'; Lot 3: 'Knowledge Hub for expertise on Youth'.

The services will strengthen the Team Europe (TE) approach to support the EU’s contribution to implementing the 2030 Agenda for Sustainable Development through greater coordination and coherence. The contract will provide technical assistance (TA) to EU Delegations and EU HQ, in order to better coordinate with the EU Member States, to deliver greater sustainable impact and transformational change in the partner countries by pulling our resources together and to establish TE leading role and its visible brand on the global stage. The TA will include facilitation of dialogue, communication and visibility actions, as well as support to TE Initiatives implementation and monitoring, TE ODA reporting, documentation of results and operational knowledge, capacity development and training, joint programming and joint implementation. The TA will be provided in several policy areas including: development effectiveness, Green deal, human development, jobs and growth and digitalisation.

Climate governance requires the ability to plan and implement national plans, policies and measures consistent with global goals including those of the Paris Agreement. There are no pathways to reaching globally agreed climate targets without major-emitting emerging Asian economies (as well as other G20 economies) taking significant steps towards climate neutrality. With this in mind, the action intends to reinforce global climate change mitigation effort by supporting developing countries’ experts work on national and sectoral GHG emissions modelling, strengthen capacity building for GHG emissions modelling and exchange of best practices and know-how between leading EU and Asian modellers (including China and India), working closely with government. This action builds on past and existing international cooperation and will seek to engage the most influential Asian/EU experts on models and modelling tools to increase domestic capacities on low-emission development scenarios modelling

This service Contract is designed to support actors managing or implementing EU cooperation programmes at global, regional and country level to assess, design, monitor, implement and evaluate sustainable urban development and planning interventions and to support policy work on this matter. The technical assistance work will be demand driven and will cover all the countries where INTPA is active (requests will come both from EU Delegations and from INTPA HQ). The contractor will have to deliver high level technical assistance and policy advice at country, regional and global level through expert advice and field missions in order to support committed countries and partners to reach the SDG11 objectives.
