The contract consists in supplying and installing equipment for the setup of national Early Warning Radiation Monitoring Networks (EWRMN) in Western Balkan countries. This will ultimately allow these countries to integrate the EU environmental radioactivity-monitoring network EURDEP. The rest of the equipment to be supplied will allow them to quickly react to any events created by the release of radioactive matters, by performing searches, categorization and preliminary characterisation of that radioactive material. This procurement is divided in 2 lots.

The overall objective of this action is to promote the effective implementation of the Paris Agreement in the context of economic recovery from the pandemic crisis. By fostering exchange and collaboration among national and subnational administrations, business communities, academia and civil society stakeholders, the action encourages and assists the EU and other major economies in making their best efforts towards the goals of the Paris Agreement, harnessing international economic and political relations to move more quickly together towards its full implementation. Bilateral policy and technical dialogues will focus on climate strategies, mitigation policy instruments, adaptation measures, climate transparency and enabling environment. The action includes knowledge management, promotion of EU policies and tools, technical assistance on climate policies through seminars/visits, business outreach and communication activities. It will be an integral part of the EU’s Climate Diplomacy.

The action will support a European Union leadership of the global energy transition. It should strengthen the EU's energy diplomacy capacity, particularly towards a targeted group of countries with which the European Commission does not maintain an energy dialogue but there is political interest to step-up engagement on energy efficiency and renewable energy potential and market opportunities. The action will comprise two components: 1) the establishment of a repository of training modules on a number of European energy policy areas (e.g. renewable energy technology, competitive auctions, balancing of power systems, building efficiency standards, hydrogen, energy efficiency, etc.) using concrete examples from the wide EU Member States experience and 2) outreach activities such as presentations, study visits and regional seminars to targeted countries and regions, dissemination of training modules and support to EU Delegations to identify further activities with third countries.
