The purpose of the Sustainable Finance Advisory Hub, of which this contract will be part, is to help stakeholders in low-and middle-income countries scale up sustainable finance. It will support them in building a conducive environment for sustainable finance (e.g. development of sustainable finance frameworks, support to issue green bonds and other sustainability-related instruments, in line with international good practice and, to the extent possible, building on the EU experience). The Hub will be implemented in cooperation with a selected number of EU Member States' Agencies, Development Finance Institutions and International Organisations. This service contract consists in provision of support to the Hub, functioning as a secretariat. Activities under this contract will include i.a.: treatment of requests for technical assistance, overall coordination, monitoring and reporting, quality assurance, organization of events, community engagement and visibility activities

The action is intended to support European operators, especially Small and Medium-sized enterprises (SMEs), having to abide by EU sanctions. It will set up an EU Sanctions Due Diligence Helpdesk and develop operational tools necessary for its functioning. The Helpdesk would act as central contact point for EU SMEs having questions concerning due diligence for specific business projects in countries subject to EU sanctions. The Helpdesk will reassure operators who need to comply with the applicable European restrictions, and may put the focus on sensitive areas of high political or economic importance, such as agri-food trade and humanitarian assistance. The Helpdesk would also organise trainings to raise awareness on EU sanctions. The action will also help reassure European banks, which may be currently reluctant to handle transactions involving countries subject to sanctions.

Many emerging and developing countries point to the need for capacity building for transparency and for modelling needed for the development of climate strategies, policies and NDCs. The first and second iteration of Nationally Determined Contributions (NDCs) submitted to the UNFCCC, suggest that many countries would benefit from improved data and modelling, to better understand the potential for domestic climate action and policies and for evidence-based policymaking. This contract intends to alleviate a part of this gap by supporting experts based in relevant institutes in selected developing countries to enhance the national capacity to model climate policy, project national greenhouse gas emissions, prepare targets and estimate the impacts of domestic policies and measures, as well as to track progress towards the achievement of their NDCs. The contract should also support experts’ participation in meetings that are of interest to the modelling community.

The Audit framework contract (FWC) will be used to contract auditors for audits or agreed upon procedures. Examples of assignments can be found at https://ec.europa.eu/international-partnerships/audit-and-control_en. The entities subject to audits or verifications are the beneficiaries of contracts financed by external aid programs managed mainly by DG INTPA, DG NEAR and the FPI. These controls can take place at the premises of the beneficiaries and/or remotely. The FWC will be awarded to several tenderers for a duration of two years, with the possibility of a two year extension. The FWC will be concluded with a zero amount. The FWC is based on reopening of competition: contractors receive invitations to submit an offer for specific assignments within a short deadline (minimum 14 calendar days). Following an evaluation of the offers, contracts for the specific assignments will be awarded to the most economically advantageous offer. Specific contracts will be global-price contracts.
