The European Neighbourhood Instrument (ENI) Cross-border cooperation (CBC) and Interreg NEXT (acronym for: “Neighbourhood External”) programmes extend the principles of European Territorial Cooperation (ETC) among Member States within the EU, better known as Interreg, to territorial cooperation between Member States and the Partner countries and territories in the Neighbourhood area. They cover both cross-border cooperation (CBC) on land borders and sea crossing as well as transnational cooperation programmes covering sea basins. Cross-border and transnational (sea-basin) cooperation along EU’s external land and sea borders is a unique form of cooperation between EU MS and neighbouring countries. It provides the framework and opportunities for enhanced people-to-people contacts, cooperation and exchanges essentially at regional and local level, and involves a broad range of actors (local authorities, NGOs, Civil Society Organisations (CSO), universities and other stakeholders).

The knowledge Hub for expertise on Youth will provide expertise and knowledge to EC HQ services and EU Delegations worldwide in the area of youth in external action (youth participation and empowerment, as well as youth specific issues in sectoral policies). This will help the EU external action interventions achieve the highest possible standards in terms of youth participation and empowerment, fulfilling the international human rights commitments by applying a transformative, intersectional and HRBA throughout the intervention cycle, and mainstreaming all rights, ensuring no harm is done by and no one is left behind in EU cooperation actions. This activity will enhance civil society capacity in cross-cutting themes such as resilience, management and organisation and thematic sector specific capacity building. Additionally this activity will support a People-to-People programme which offers the opportunity for CSOs in the region to expand their knowledge about the EU and the accession process, as well as the opportunity to network internationally and regionally. The support will improve the ability of CSOs to advocate for their rights and support IPA III beneficiaries in complying and respecting international and domestic standards for an enabling environment.
