Bid Capacity
The formula for bid capacity is: Minimum Average Annual Contractual Turnover = V/N or V, whichever is less, where V = Advertised value of the tender in crores of Rupees and N = Number of years prescribed for completion of work for which bids have been invited.
Technical Capacity
The bidder is required to have prior work experience in similar nature of work, which involves signalling work including trenching, cable laying, termination, and outdoor wiring. The technical eligibility criteria for the bidder require them to have successfully completed or substantially completed any one of the following categories of work(s) during the last 7 years:
(i) Three similar works costing not less than 30% of the advertised value of the tender,
(ii) Two similar works costing not less than 40% of the advertised value of the tender,
(iii) One similar work costing not less than 60% of the advertised value of the tender.
In the case of composite works, the bidder must have successfully completed similar works with values of 30%, 40%, or 60% of the advertised value of each component of the tender.
Additionally, for subcontractors, they must have completed at least one similar work costing not less than 35% of the value of the work to be subletted in the last 5 years, although this requirement is waived for subletting work costing up to Rs 50 lakh.
