Technical Capacity
The required prior work experience for the bidder includes successfully completing or substantially completing any one of the following categories of work(s) during the last 07 (seven) years:
- Three similar works each costing not less than 30% of the advertised value of the tender,
- Two similar works each costing not less than 40% of the advertised value of the tender,
- One similar work costing not less than 60% of the advertised value of the tender.
In the case of composite works, the tenderer must have successfully completed or substantially completed any one of the following categories of work(s) during the last 07 (seven) years:
- Three similar works each costing not less than 30% of the advertised value of each component of the tender,
- Two similar works each costing not less than 40% of the advertised value of each component of the tender,
- One similar work each costing not less than 60% of the advertised value of each component of the tender.
The values and percentages mentioned are 30%, 40%, and 60% of the advertised value of the tender or each component of the tender.
Additionally, the bidder must have a minimum average annual contractual turnover of V/N or 'V' whichever is less, where V is the advertised value of the tender in crores of Rupees and N is the number of years prescribed for completion of work for which bids have been invited.
The average annual contractual turnover shall be calculated as an average of "total contractual payments" in the previous three financial years, as per the audited balance sheet.
For joint ventures (JV), each non-lead member of the JV must have satisfactorily completed or substantially completed during the last 07 (seven) years, one similar single work for a minimum of 10% of the advertised value of the tender.
In cases of works with composite components, each other (non-lead) member of the JV must have satisfactorily completed or substantially completed during the last 07 (seven) years, one similar single work for a minimum of 10% of the cost of any component of work mentioned in the technical eligibility criteria.
For subcontractors, they must have successfully completed at least one work similar to the work proposed for subcontract, costing not less than 35% of the value of the work to be subletted, in the last 5 years, except for subletting of work costing up to Rs 50 lakh, where no previous work experience of subcontractor is required.
