The bid capacity required for tenders having a value of more than Rs 20 crore can be calculated using the formula: Available Bid capacity = [AxNx2] - 0.33xNx B Where: A = Maximum value of construction works executed and payment received in any one of the previous three financial years or the current financial year. N = Number of years prescribed for completion of work for which bids have been invited. B = Existing commitments and balance amount of ongoing works with tenderer. For a tenderer to be eligible, they must have completed similar works with a value of at least 60% of the advertised value of each component of the tender. Alternatively, they can have completed one similar work with a value not less than the amount equal to 60% of the advertised value of each component of the tender. The minimum required value of similar work experience can be expressed as: Minimum Required Value = 60% of Advertised Value of Each Component The bid capacity required is directly tied to the ability of the tenderer to demonstrate sufficient experience in completing similar works of a value that meets or exceeds 60% of the advertised value for each component of the tender. In case of a Joint Venture (JV), the arithmetic sum of individual “bid capacity” of all the members shall be taken as JV’s “bid capacity”. The tenderer's meeting the minimum eligibility criteria will be qualified only if their available Bid capacity is equal to or more than the estimated cost of the present work.
