The required prior work experience for the bidder includes successfully completing or substantially completing similar works during the last seven years. The similar works are defined as "Installation, Testing and commissioning of Ballastless Track work in any Rail Based Transportation System". The bidder should have completed at least one "similar work" of value INR 13.34 crores or more, or two "similar works" each of value INR 8.34 crores or more, or three "similar works" each of value INR 6.67 crores or more. Additionally, the bidder should have a minimum experience of Installation, Testing and Commissioning of Ballastless Track for 4.6 Track Kms. For substantial completion, it is considered as 80% (value wise) or more works completed under the contract based on original scope of work / revised scope of work, whichever is less. The bidder should also have completed works of value more than 40% of NIT cost of work, and should not have been penalized with liquidated damages of 10% (or more) of the contract value due to delay or any other reason. The bidder should not have suffered bankruptcy/insolvency during the last 5 years. In terms of similar works completed, if the tenderer or any of the constituent JV/Consortium member(s) has reported four or less number of works, then there should not be any unsatisfactory performance in any of the works of tenderer or any of the constituent JV/Consortium member(s). If the Overall Performance of tenderer or any of the constituent JV/Consortium member(s), in more than 20% of the works reported, is unsatisfactory, the tenderer including the constituent JV/Consortium member(s) shall be considered ineligible for participating in tender process. The required prior work experience for the bidder also includes specific experience for certain personnel, such as Planning Engineer, Quality Assurance Engineer, Deputy Project Manager Rail Welding, and Survey In-charge, with varying years of experience. The bidder's financial standing is also evaluated, with a requirement to submit financial data for construction works done during the last five financial years and commitment for ongoing works. The available bid capacity will be calculated based on the formula: Available Bid Capacity = 1.5*A*N - B, where A is the maximum value of works executed in any one year during the last five financial years, and N is the time period in years prescribed for completion of the work being procured. Values mentioned include INR 13.34 crores, INR 8.34 crores, INR 6.67 crores, 40% of NIT cost of work, 10% of the contract value, and 20% of the works reported.
