The required prior work experience for the bidder includes submitting details of works executed in a prescribed format, along with documentary proof. The value of successfully completed or substantially completed portion of similar work up to the last day of the month previous to the month of tender submission shall be considered for qualification of work experience criteria. For the bidder, it is required to have executed at least one Electrical Work valued at a minimum of 20% of the NIT value within the last 07 years. The bidder should have experience in works similar to the contract. In case of joint ventures (JV)/Consortium, the parent company should have experience, but it's not mandatory for the wholly-owned subsidiary(ies) to have experience in executing at least one Electrical Work valued at a minimum 20% of the NIT value within the last 07 years. Each substantial partner in a joint venture (JV)/Consortium must have experience of executing at least one "similar work/work" of minimum 40% of the NIT value in the last 07 years. Additionally, each non-substantial partner should have experience of executing at least one Electrical Work of minimum 20% of the NIT value in the last 07 years. The values and percentages mentioned are: - 40% of the NIT value for similar works completed by substantial partners - 20% of the NIT value for electrical works completed by non-substantial partners - 26% participation required for the lead partner in the JV/Consortium - 20% participation required for each non-substantial partner in the JV/Consortium. Each non-substantial partner in a Joint Venture (JV) or Consortium must have experience of executing at least one Electrical Work of a minimum 20% of the NIT value in the last 07 years. The work does not necessarily have to be similar to the one defined in the tender. The bidder needs to submit the value of similar works completed in Appendix-15 of the Form of Tender (FOT) along with audited financial statements. The value of existing commitments for ongoing electrical works needs to be submitted in Appendix-16 of the FOT. The bidder should submit details of similar work experience, including contract identification, award date, completion date, employer's name, and role in the contract, along with the completion cost/value of actually executed works and the value of similar work. The bidder should not have been penalized with liquidated damages of 10% (or more) of the contract value due to delay nor imposed with a penalty of 10% (or more) of the contract value due to any other reason in any Electrical Engineering works of value more than 10% of NIT cost of work, during the last three years. The bidder must have completed similar works, but specific details on the required prior work experience, value, and percentage of similar works completed are mentioned as above. The bidder should submit an undertaking stating that they have not been penalized with liquidated damages of 10% (or more) of the contract value due to delay or any other reason, and this undertaking should be submitted in Appendix-20 of the Form of Tender. The bidder should also submit a statement of their past experience and performance in similar works in Appendix 19A. The equipment/systems proposed by the bidder should be of proven design practice, and subsystems and equipment of similar design philosophy should have been in use and established their performance reliability on at least one Mass Rapid Transit System or Suburban Railway System in Revenue Service over a period of at least two years. The bidder should submit performance certificates from users in support of the above performance requirements.
